ANG DEMOKRASYA NG PILIPINAS, SI DUTERTE, KRIMINALIDAD AT TERORISMO

(Ang post na ito ay sa TAGLISH AT WALANG ENGLISH TRANSLATION)

 

Sa isang demokratikong bansa ay may mga grupong nagtatagisan ng lakas upang ang mananaig o mananalo ay siyang magkokontrol sa pagpapatakbo nito. Mapalad ang mga bansang “matured” ang mga pulitiko kaya ang mga talunan ay tinatanggap ang pangyayari kahit hindi bukal sa kanilang kalooban ang pagbati sa mga nanalo.

 

Minadali ang pagtanim ng demokrasya sa Pilipinas na kinopya sa Amerika. Dahil diyan, matatawag na pilit sa pagkahinog ang kasarinlan ng Pilipinas. At, dahil pa rin diyan, sa Pilipinas, walang kandidatong natalo, sa halip ay dinaya daw ng nanalo. Nagtatagisan ng galing ang mga uupong pinuno at gusto nilang maalala sila pagbaba nila kaya ang mga proyekto ng pinalitang administrasyon kahit anong galing ay winawasak upang palitan ng bagong nakaupong pinuno at may tatak pa ng initial ng pangalan niya.

 

Sa Pilipinas, sa halip na magtulungan ang mga nanalo (majority) at mga kaalyado ng mga natalo (minority), sila ay nagsisilipan ng mga pagkakamali kaya sa halip na sumulong ang bansa, ito ay napipigilan sa pag-usad. Kahit anong ganda ng layunin ng proyekto ng nakaupong pinuno, ito ay pilit na kinukulapulan ng putik ng kontra-partido upang palabasing mali siya. May mga nagbabayad pa sa ilang tauhan ng media upang tumulong sa pagpapakalat ng mga negatibong ulat tungkol sa nakaupong pinuno.

 

Tama lang na may mga taong dapat “magbantay” sa nakaupong pinuno, pero ang hindi maganda ay ang kawalan na ng katuturan sa mga ginagawa ng kontra-partidong pagsabotahe kaya nadadamay ang taong bayan at bansa sa kabuuhan nito. Ang isang paraan ay ang pagpipilit sa nakaupong pinuno na ilahad ang lahat ng kanyang mga “strategies” kahit magreresulta ito sa pagkawasak ng seguridad ng bansa. Ito ay pagpapakita ng kawalan ng tiwala sa namumuno dahil ayaw nilang bigyan ng pagkakataong magpakita ito ng kanyang kakayahan. At, kapag nagtagumpay ang mga naninira sa kanya pero nakadamay naman sa kapakanan ng buong bansa, siyempre, masisisi ang nakaupong pinuno dahil siya ay nabigo, yon nga lang ay sa maduming paraan.

 

Laganap pa rin sa ibang bansa, kahit ang makapangyarihan ay laganap pa rin ang kriminalidad at droga, at nalulusutan ng mga terorista…yan ay sa kabila ng kakayahan nila sa pagsugpo….Pilipinas pa kaya? Ang “due process” na isang instrumento ng demokrasya ay inabuso ng mga utak ng krimen at maka-kaliwa. Dahil sa nabanggit, ang kriminal ay ni hindi nakakatapak sa kulungan dahil may mga padrino na nagbabayad ng pansamantalang paglaya. Ang mga human rights groups ay humaharang sa mga hakbang ng otoridad tuwing may gagawin laban sa mga kriminal at terorista….dapat kasing isaalang-alang DAW ang kanilang “pagka-tao”…hindi naisip ng mga grupong ito ang mga epekto ng ginawang kabalbalan ng mga tinuturing na anay ng lipunan.

 

 

Sa ganang ito, kung ilalahad ni Duterte ang lahat ng strategy o paraan niya sa pagpuksa ng mga kriminal at terorista, paano pa siyang magtatagumpay dahil malalaman na ng mga kalaban ang mga gagawin niya?  Ano man ang plano ni Duterte ay siya lang ang nakakaalam…KARAPATAN NIYA YAN BILANG PRESIDENTE. Halatang nag-iingat siya dahil ang “demokrasya” na umiiral sa Pilipinas ay mistulang nagahasa…luray-luray…lupaypay… kaya hindi maaasahang makakapagbigay ng proteksiyon lalo na sa mga taong may mabuting layunin…higit sa lahat ay sa mga naghihirap na taong bayan na madaling mahikayat upang gumawa ng masama.

 

 

Kung may karapatan ang mga kalaban ni Duterte sa paggamit ng “due process”, lalo siyang may karapatang hindi magbunyag ng mga binabalak niya dahil malalagay sa alanganin ang seguridad ng buong bansa….UNAWAIN SIYA BILANG PRESIDENTE NG PILIPINAS DAHIL IBINOTO SIYA NG MALAKING BAHAGI NG MAMAMAYAN NG BUONG BANSA, HINDI NG IILAN LANG….YAN ANG DEMOKRASYA…DAPAT MAGRESPETUHAN….HUWAG MAGPAIRAL NG PANSARILING KAPAKANAN…ANG BAWAT LAYUNIN AY DAPAT PARA SA KAPAKANAN NG NAKARARAMI.

From the Philippine Commonwealth that evolved into Republican form, despite the many years that transpired, the promises of presidential candidates did not change their course which is supposedly towards the uplift of Filipinos and the advancement of the country. The graft and corruption in the government just got worse, much more with poverty which is very evident despite the “encouraging” statistics. Prices of commodities are sky-high and jobs are on contract. Today, only Chinese businesses are flourishing in the country.

The Commonwealth government under Quezon was cut short by the WWII. But during his time, the Americans already observed the culture-based administration of the government which was hinged on “gratitude”, “brotherhood”, and “kinship”. The Post-war era of independence saw the granting of independence to the country, transforming the Commonwealth to Republican under Osmeῆa. As the country was still reeling from the effects of the WWII, it was in total disarray. This situation bred profiteering on the part of the businessmen and graft on the part of the government officials, resulting to the much dissatisfaction and dismay of the masses.

The dissatisfaction of the Filipinos was perceived as an opportunity of enterprising and ambitious politicians for grabbing the power from Osmeῆa. As a last effort, Osmeῆa reorganized the government by signing an Executive Order in March 7, 1945, restoring the Executive departments. Unfortunately, Osmeῆa was perceived as lame by the then, Governor-General, MacArthur, who coerced him to convene Congress. Many were against the convening of Congress, then, as it might fall into the hands of the “collaborators” of the WWII, one of whom was Manuel Roxas who fortunately, despite his being a former “collaborator”, was favored by the support of MacArthur.

Among those that the newly-convened Congress approved was a three-year back pay to its members, which was equivalent to the three-year Japanese occupation of the country. It was a telling premonition of more self-serving Congressional actions to happen. The employees followed suit with their own demand for similar back pay covering the same period but was not granted due to unavailability of fund. The cunning Roxas perceived the dissatisfaction of the employees as an opportunity to back up his bid for presidency. He authored the Back Pay Law which was eventually passed in 1948. It gave three years back pay to all pre-war government employees in 1958, after a ten-year period during which the government would have already saved enough funds.

The country did not gain much from Roxas when he held the reins of the government. Graft and corruption still proliferated. But his prominence became more pronounced when the provision on Parity Rights of the Americans was inserted in the Philippine Constitution. Hours before he died, he again committed the loyalty of the Filipinos to the Americans. His true color as “collaborator”, first with the Japanese during WWII, and later, with the Americans, surfaced till the time he drew his last breath.

Quirino took over the presidency when Roxas died. He promised “government reorganization to achieve efficiency at all levels of the bureaucracy, immediate increased production to give employment to thousands of idle laborers, vigorous and honest enforcement of tax laws, the preservation of the national integrity, and continued friendly relations with the countries of the world”. The Hukbalahap movement just became active because of unresolved agrarian issues during Quirino’s administration, and due to the worsening corruption. He wisely gave an all-out support to his Secretary of National Defense, Ramon Magsaysay who was perceived as honest and with unquestionable ability to lead, who somehow mellowed the administration’s strong image of ineptness . The charisma of Magsaysay brought him nearer to the masses.

When Magsaysay became president with the help of the CIA, he unfortunately, went beyond the tolerable treatment of the masses. His pampering of the masses, made them over-dependent to the government, resulting to their idleness. He went to the extent of opening the gates of Malacaῆan to them, practically resulting to the presidential official residence’s transformation into a “park”. During his term, he promised, the improvement of the land tenure system with land resettlements, easy-term credit for the peasants, intense community development founded on self-help. To support those promises, the National Resettlement and Rehabilitation Administration (NARRA) in Palawan was established in 1955, as well as, the Farmers’ Cooperative and Marketing Association (FACOMA). It was also during this time that Visayans and those from the north, rushed to Mindanao to clear cogon-covered fields. To date, among the results of the resettlement effort were General Santos and Koronadal cities. General Santos City was formerly, “Dadiangas”, while Koronadal City was formerly, “Marbel”.
Magsaysay realizing his mistakes for pampering the common “tao”, was reported to have lost his temper several times, one of which was when he “exploded”, saying: “the people want me to do everything for them!”. His ten-point program was never realized when he met an accident while on board the presidential airplane in March 17, 1957 on the way back to Manila from a speaking engagement in Cebu. The ill-fated airplane was later found on Mt. Manunggal in Cebu. Vice-President Carlos P. Garcia took over the presidency with the demise of Magsaysay. It was alleged that Magsaysay did a corrupt act by posting newspapermen in important government offices, as well as, extended to them favors that not even government officials were lucky to have a share.

The presidential election in 1957 confirmed the presidency of Garcia, although, the said process was said to be the noisiest and most expensive in the country’s history until the time. It was during this time that the Catholic Church was dragged into the chaos, which however, proved that the votes of the Catholics were not reliably solid. Diosdado Macapagal who belonged to the opposition won as Vice-President.

During his term, Garcia promised: “to complete the Philippine economic independence through the adoption of the Filipino First Policy….; to establish Filipino dignity as a free people by dealing with foreign powers on terms of sovereign equality; to achieve a balanced economy by providing equal impetus to agriculture and industry; to promote social justice and the general welfare of the masses, and; to minimize and, if possible, to eradicate graft and corruption”. Just like his predecessors however, Garcia also failed, as the poor not only multiplied but continued to suffer from poverty, while the economy was at its worse.

The people’s disillusionment of how Garcia administered the government, steered Diosdado Macapagal towards victory when he made a bid for presidency. Graft and corruption were the focus of all issues against Garcia which Macapagal used to his advantage. When he won, Macapagal promised: “the immediate restoration of economic stability, alleviate the common man’s plight, and establish a dynamic basis for future growth.” He added to strengthen the deteriorating moral fiber of the people. Unfortunately, a few months after he was sworn in, his province mates indulged in extravagant celebrations, with him and his family at the center. Such flagrant show of opulence went on which slighted the Filipinos much. Macapagal will however, be remembered with his nationalistic decision to move the Philippine Independence Day from July 4 to June 12, and the Land Reform Code which unfortunately was not implemented effectively.

The nepotism, graft and corruption issues were used by Ferdinand Marcos against Macapagal when the former ran for president. The Filipinos, for having no choice and who had been clamoring for change, voted for him.

Among the presidents, it was Marcos who openly admitted that the country was in a dire crisis situation, and to arrest the further deterioration of the country, he promised: “self-sufficiency in the production of rice and the diversification of crops, implementation of the land reform program, and intensification of the community development program. During his time, the country experienced a phenomenal infra-structure boom, to support the drummed up tourism and industrialization efforts of the government. Not satisfied with the Constitution-mandated tenure, he declared Martial Law, to supposedly prevent the Communist take-over of the country. The drastic move was accepted for several years by the Filipinos, until the issue on the murder of Benigno Aquino erupted.

The People Power Revolution in 1987 toppled the dictatorship of Marcos and installed Cory Aquino as President. Issues that her administration faced were recovery of the people’s money, replenishment of the dried up budget, and corruption that was not totally swept out of the system. Her tenure did not accomplish much for the recovery of the country until she was taken over by Fidel Ramos during whose administration there was a spree of privatization and selling of government properties. As the Filipinos got tired of the same economic and political mishaps of presidents, they gave a chance to Joseph Estrada from the movie world, and who promised “heaven”, and something “new”…indeed, corruption with a “new” face, that just got worse. The recurring despair of the people brought Gloria Arroyo to power. Despair again made the Filipinos look for another leader, and this time they bit the bait dangled by the old-time crooks who used the “martyrdom” of Ninoy Aquino to push the presidency of Pnoy Aquino…. TODAY, RODRIGO DUTERTE IS AT THE HELM OF THE COUNTRY.

The rest is history, literally, because as stated in the pages of the Philippine history, the same problems are the issues today– graft, corruption, nepotism, poverty. But many Filipinos are keeping their fingers crossed that President Duterte who was catapulted to power due to the aggravating drug problem in the country, would make true his promise of eliminating even the graft and corruption in the government.

Ang Vatican ay merong Santo Papang mapagpakumbaba, piniling tumira sa apartment sa halip na sa marangyang “palasyo” ng Vatican, at ang mga kasabay na kumain ay ang mga ordinaryong pari na bumibisita sa Vatican. Hindi maganda ang mga kuwento tungkol sa kanyang nakaraan, kasama na diyan ang pagtrabaho niya bilang bouncer sa isang bahay-aliwan. Marami din siyang nakabanggang nakatataas sa kanya nang siya ay naging pari hanggang sa maging Obispo. Sa simula pa lang ng pag-upo niya bilang Santo Papa, nagbanta na siyang lilinisin niya ang simbahang Katoliko na ang korapsyon at iba pang eskandalo ay pilit na itinago sa mahabang panahon. Hanggang ngayon ay tinutuligsa niya ang mga animo ay demonyo na nakasuot ng sotana at nagpapanggap na mga “ama” ng komunidad, ganoong mayroon palang mga minumulestiya. Nanawagan siya sa mga ito na lisanin na ang simbahan upang hindi madamay ang mga matitino, subalit matitigas ang ulo nila dahil siguro hindi nila maiwanan ang karangyaang INI-ENJOY nila.

 

Ang Pilipinas ay mayroon ngayong Rodrigo Duterte na umaming madilim ang kanyang kahapon bilang estudyante dahil pumapasok siya sa klase maski nakainom. Wala sa mga naging classmate niya ang nakaalala na nagpakita siya ng katalinuhan. Pati ang isang propesor niya noon na ininterbyu ay umaming hindi niya maalalang naging estudyante niya si Duterte, ganoong nababanggit siya nito (Duterte) sa mga talumpati. Nang maging mayor ng Davao city, ang lunsod ay biglang tumino dahil nawala ang mga NPA at drug dealers na nakatira sa mga depressed areas lalo na sa Agdao kaya tinawag ito noon na “Nicaragdao”. Matindi ang pagbatikos ni Duterte sa mga tiwali sa gobyerno na bahagi ng mga dahilan kung bakit namayagpag ang problema sa droga.

 

Ang dalawang lider ay parehong binabatikos ng mga ayaw magbago o tumanggap ng pagkakamali. Pareho rin silang nagpahayag ng pagtanggap ng kanilang kapalaran nila kung sakaling hindi sila umabot sa itinakdang panahon. Si pope Francis ay nagpahayag noon na baka mag-retire siya ng maaga upang mabigyan ng pagkakataon ang ibang Obispo na maging lider ng simbahang Katoliko, at si Duterte naman ay nagsabing handang bumaba kung magawa agad ang bagong porma ng gobyerno na Pederalismo. Sa madaling salita, pareho silang hindi ganid o sakim sa kapangyarihan.

 

Ang Vatican ay isang maliit na lunsod sa loob ng Italya pero nirerespeto ng mga makapangyarihang bansa. Ang Pilipinas naman ay isang maliit ding bansa, watak-watak pa dahil ang kabuuhan nito ay kinabibilangan ng mga isla, subalit dahil kay Duterte, kahit papaano ay nasapawan ng imahe niya ang nakasanayang pagtukoy dito na bansang korap. Kung noon ang Vatican at Pilipinas ay nilibak dahil sa mga katiwalian, ngayon sila ay nirerespeto ng buong mundo!

Kailangan ng bawa’t bansa ang “fiscalizer” at ang lider naman ay “critic”, pero dapat pakaisipin ng bumabatikos kung gaano “kadami” ang makikinabang sa gagawin niya kung ihahambing sa ginagawa ng lider para sa buong bansa. Hindi lahat ng ginagawa ng isang lider ay sinasang-ayunan ng LAHAT kaya may kasabihang “you cannot please everybody”. Subalit kung seguridad at kapakanan ng NAKARARAMI ang nakasalalay, bakit kailangan pang MAMBULABOG ANG MGA DETRACTORS?…MAY SUGGESTION BA SILANG NASUBUKAN NANG EPEKTIBO?

 

May mga paraan upang ipakita ng “opposition” sa mga mamamayan na sila ay aktibo, hindi lang sa animo ay personal nang pagbatikos sa isang lider. Kung wala rin lang “laman” o kabuluhan ang binibitiwan nilang mga salita….TUMAHIMIK NA LANG SILA DAHIL LALO LANG SILANG LUMULUBOG SA KUMUNOY NG KAPALPAKAN.

 

ANG TINUTUKOY KO AY ANG GINAGAWA NINA TRILLANES, HONTIVEROS AT DRILON KAY DUTERTE…AT IBA PANG NAKALIMUTAN KO ANG MGA PANGALAN DAHIL MGA WALA NAMAN SILANG BINATBAT DAHIL SA KABOBOHAN NILA!

 

Kung tungkol sa droga ang pag-uusapan, walang binatbat sina Trillanes, Hontiveros at Drilon kay Duterte na sa pagiging mayor pa lang ng Davao ay marami nang karanasan tungkol sa bagay na nabanggit. Ang tatlo, kahit sa Maynila nakatira ay malamang nakatuntong lang sa Tondo kung panahon ng kampanyahan para sa eleksiyon at may kasama pang sangkaterbang mga alalay at bodyguards.

 

Kung tungkol sa Martial Law sa Mindanao ang pag-uusapan, walang karapatang magsalita ang tatlong nabanggit na nagpapakatalino kuno…. dahil hindi sila taga-Mindanao kaya hindi nila nadadanasan ang mga nangyayari lalo na ang banta ng kaguluhan sa Marawi na ginawa ng Maute group. Kung magkagulo sa Mindanao, ang tatlo ay walang pakialam dahil sa Maynila sila nakatira.

 

Ang dapat sagutin ng tatlong nabanggit ay kung mayroon bang maaaring pumalit kay Duterte. Isa ba sa kanilang tatlo?…si Pnoy Aquino uli”….si Gloria Arroyo uli”?….si Lacson?….si Cayetano?…si Poe?…si Robredo?

The current administration of Rodrigo Duterte has no doubt, inherited a sorely- weakened government due to the piled up unsolved cases of corruption with more undetected commissions added as days go by. Duterte has practically entered a home heavily infested with termites!

 

Some of these termites are plain citizens who just love to ride on issues. The others are attention-hungry and highly-entrenched government officials who are obviously blind to the consequences of their detractions. These termites paint a harrowing picture of the Philippines, as if they belong to another nation and with the intention of taking over the reign from Duterte. These nincompoops thought they are doing a favor to the country by trying to pull down a guy whose efforts are geared toward the healing of a sick society.

 

While leaders of powerful nations have finally recognized and supported Duterte in his campaigns, these pea-brained Filipinos act like deranged dogs with rabbis-infected saliva foaming down their mouth snarling at him, giving credence to what has long been suspected as their being financed by a powerful group or groups. Now, that is what I call selfishness and greed to the max!

…the day democracy died in the Philippines

Indeed, September 21 gained prominence in the history of the Philippines as the day democracy died because of the Martial Law declared by the late Ferdinand Marcos. Among the reasons cited for signing the declaration were insurgency, Communism, corruption in the government…all of which were deterrent to the advancement of the country’s economy. After the declaration, the Marcos government became a beehive of activities founded on “Bagong Lipunan” or New Society.

 

Slogans and songs were composed, projects were implemented, infrastructures to support various industries, particularly tourism, mushroomed. In addition to those, permits for logging and mining were issued to hasten the exploit of the natural resources, purportedly to give additional support to the quest of the dictator to put the country ahead of the rest of the Southeast Asian nations. Marcos succeeded as he gained prominence and looked up to with awe and admiration by the rest of ASEAN nations. He inspired Lee Kwan Yew to transform Singapore into what it is today.

 

Along with the so-called progress, military and police abuse also gained prominence resulting to the incessant rallies. The notoriety of “METROCOM” was the talk of the town, as well as, the disappearance of prominent student leaders. Political personages who belonged to the opposition were dragged out of session halls and their homes to be locked up, including Benigno S. Aquino.

 

What has the country gained? Obviously, Manila became the cultural center of Asia, what with the springing up of the Cultural Center Complex along Roxas Boulevard that included, The Cultural Center of the Philippines, Folk Arts Theater, Philippine International Convention Center, the former Philippine Plaza Hotel (today, Sofitel), the cluster of squat buildings for agro-industrial exhibit and shows. Marcos became the new “tiger of Asia”. The Philippines soared as the new leader of Southeast Asian nations. Thankfully, there was no suppression of religion. The illegal drug “industry” was somewhat controlled with the execution of a Chinese drug lord in Rizal Park.

 

On the other hand, the Marcos take-over and control of various corporations was overwhelming. The act was decently dubbed “sequestration” to give it a legal impression….nothing personal. But the book written by Jovito R. Salonga, “Presidential Plunder…The Quest for the Marcos Ill-Gotten Wealth”, tells all about the staggering number of sequestered corporations controlled by the family and their allies. The book also tells how money is transferred from Manila to the banks in America for spending during their trips, as well as, the acquired properties in the land of Uncle Sam. The author was the first Commissioner of the Philippine Commission on Good Government, a misnomer, as the agency was supposed to concentrate on the ill-gotten wealth and not the issues on good governance.

 

During the time of their prominence, Imelda was quoted, “WE PRACTICALLY OWN EVERYTHING IN THE PHILIPPINES, FROM ELECTRICITY, TELECOMMUNICATIONS, AIRLINE, BANKING, BEER AND TOBACCO, NEWSPAPER PUBLISHING, TELEVISION STATIONS, SHIPPING, OIL AND MINING, HOTELS AND BEACH RESORTS, DOWN TO COCONUT MILLING, SMALL FARMS, REAL ESTATE AND INSURANCE”. This is the caption in the photo showing Imelda and Ferdinand Marcos in the same aforementioned book written by Salonga.

 

But the big question now is…HAD IT NOT BEEN FOR THE MARCOSES, WOULD THERE BE CULTURAL CENTER COMPLEX, PHILIPPINE HEART CENTER, PHILIPPINE KIDNEY CENTER, THE BETTER LRT (COMPARED TO THE NEW ONE), EXPANSION OF THE PHILIPPINE GENERAL HOSPITAL, ETC, AT THE RATE PLUNDERING IN THE GOVERNMENT IS GOING?

 

TODAY, EVEN A FEW KILOMETERS OF HIGHWAYS ARE SHODDILY CONSTRUCTED, BRIDGES ARE BUILT OF INFERIOR MATERIALS, PROJECTS ARE LEFT UNFINISHED, EVEN THE SHELTERS FOR THE DISASTER VICTIMS ARE BUILT OF INFERIOR MATERIALS. AFTER MARCOS, ILLEGAL DRUGS HAD AND ARE STILL HAVING A HEYDAY…ALTHOUGH, DUTERTE IS DOING HIS BEST TO CONTROL IT.

 

Finally, my advice as a mere “chirp in the wilderness” to President Duterte, is to tone down his praises to the Marcoses as the more praises he utter, the more supporters he losses. It is enough that he has let the whole world know that his family owes a lot to the Marcoses…with such pronouncement, he has already shown his gratitude more than enough.

The Duterte camp should be very vigilant sa mga sabotaheng maaaring gawin as part of the smear campaign of the detractors in their desperate effort to oust the president from his office. Hindi lahat ng mga itinalaga niya sa puwesto ay sincere sa pagtulong sa kanya. Ang iba ay may ulterior motive na magpayaman lang at ang iba naman ay nagpapabayad sa mga kanyang detractors upang  gumawa ng mga kabulastugan na maibibintang sa kanya.

 

Along this line, ang pinakamadaling gawin ng mga kasabwat ng mga detractors ay ang “staged operation” against those involved kuno sa drugs. Gagawing obvious ang mga loopholes ng operation na agad mai-establish ng kanyang mga kalaban sa Senado at Kongreso. Sa ganitong paraan ay maipapakita nilang totoo ngang nagkakaroon ng police brutality sa operation kaya lalabas na talagang palpak ang presidente sa kanyang effort as regards his campaign against drugs.

 

Nakakabahala din ang katotohanang maraming mga nakaupo sa puwesto na mga civil service eligibles at hindi maka-Duterte. Sila ang mga ginagamit ng mga kalaban ni Duterte upang pabagsakin siya. Wala namang magagawa ang presidente dahil protektado ang mga hangal at traidor na ito ng batas. Lalong walang magagawa ang presidente kung ang mga financiers ay naka-base sa ibang bansa, lalo pa sa Amerika. At, ang pinakamatunog ay isa pang kababayang babae na naging milyonarya!

 

Nakatala sa kasaysayan ng sangkatauhan na maraming lider ang bumagsak dahil sa pagtatraydor ng inaakala nilang mapagkakatiwalaang mga tauhan. Nangyari yan kay Hesus na ang nagtraydor sa kanya ay isa sa kanyang mga disipulo na si Hudas…pinatawad siya ni Hesus. Nangyari din yan kay Julius Caesar na ang isa mga sumaksak sa kanya ay si Brutus na malapit sa kanya, kaya bago siya naputulan ng hininga ay nasambit pa niya ang, “y tu Brutus?”, na ibig sabihin ay, “pati ikaw, Brutus?”. Nangyari pa rin yan kay Ferdinand Marcos na ang nanguna sa pagpabagsak sa kanya ay ang mga pinagkatiwalaang sina Enrile at Ramos…ngayon ay nagre-reconcile ang pamilya Marcos sa kanila.

 

Marami ang gustong magpabagsak kay Duterte at karamihan sa kanila ay mga mapagkunwaring nakaupo mismo sa puwesto – mga ibinoto ng taong bayan at  ang iba ay mga civil service eligibles. Nangngingitngit sila dahil siguro natigil ang kanilang pangungurakot nang maupo bilang presidente ang isang taga-Davao! Akala ng mga hinayupak na ito ay walang kakayahan ang mga taga-Mindanao na maging presidente!

Politics is universally ambivalent and being such, nobody inside the political arena is a permanent ally and friend. In the Philippines, ambivalent politics is not just prevalent but literally, dirty. Proofs of these characteristics are turncoatism, vote buying with the use of drug money during elections, and slaying of opponents. A few of politicians who staunchly remain clean and idealistic pitifully lag behind during the election, while the rest of them who fortunately get elected, do not last long, as they are either murdered or become victims of image demolition scheme There are clear indications that the general desire of the dirty traditional politicians (trapos) to maintain their clout in the government at all cost is to recoup their expenses during the election, or simply stated, to amass a vast “return of investment” at the earliest possible time. There is a popular adage that says, “the shortest way to get rich is via politics”.

 

Currently, Duterte is a victim of the ambivalent dirty political system in the country. He got elected because Filipinos perceive in his person a “hope” that they have been wishing for, after the long decadence and downslide of the political system.  In his effort to merge with even the unfriendly elements aside from his political enemies, Duterte extended his hand to them. His effort seemed to have reaped success as peace talks have been undertaken with MILF, MNLF and NPA. Unfortunately, the NPA reneged from its promise to cooperate, proof that the said group is so splintered that its leadership has become inutile due to its inability to control their rank.

 

On the other hand, the relationship of Duterte with the MILF and MNLF seems stable despite the debacle at Marawi city which involved the initially taken-for-granted terroristic Maute Group. The Marawi debacle is the most acidic test of the Duterte administration as it has greatly affected the long-coveted federalization of the country. It has also diverted the attention of the Armed Forces of the Philippines from other urgent concerns.  The historic city and cultural seat of the Maranaos has impressed an ugly scar in the map of Mindanao that even the Islamic religious groups and elders have come out in the open to denounce the ruthless act of the Maute Group and their Christian recruits.

 

Meanwhile, politicians in Manila, have all eyes towards Duterte who is from Mindanao, not because they appreciate his effort, but because they view him as evil in his effort to suppress the drug menace. Many of them have not been to Mindanao, yet, they compete with the ageing Catholic bishops in filling the air with condemnations of the guy. That’s how it is with politics in the Philippines, the ambitious and the unthinking make noise to be noticed.

I have consistently emphasized that despite the seemingly indestructible image of Duterte due to his machismo, his detractors are bent on doing possible ways to shake his administration. The best way to do this is make use of the untouchable civil service eligibles left in practically all agencies loyal to them. Newly-appointed chiefs of agencies cannot even bring along their trusted staff due to delicadeza, thereby, helplessly leaving them at the mercy of the holdover corrupts in the office.

 

Who would be expected to feed detractors with inside information about the weaknesses of the new appointees but the insiders? Who would be expected to discreetly muddle the decision of the new appointees but the insiders?  If this is not sabotage committed by the corrupt holdovers and who are protected by the Civil Service eligibility, I do not know what else to call it.

 

Sabotage is a universal destructive act of “mercenaries” in an organization, entity, and nation. These saboteurs are sometimes called “spies” to give them an exciting color. These devils of sort can throw into trash bins or burn documents, make equipment bog down, block the flow of information, feed wrong information to the media, etc., with the end view of destroying the credibility of the agency and the appointed chief.

 

The case of the Bureau of Customs is one classic example. Since time immemorial, the agency always alleges the lack of facilities, especially, x-ray machines for their inability to detect contraband items. How can such an agency whose main responsibility is to “check” items lack this basic equipment? Accordingly, the agency has x-ray machines but they have been purposely made to malfunction!

 

Sabotage will definitely pull Duterte down unless something drastic is done to the evils in the agencies – the incorrigible Civil Service eligibles!

That is how it is in the Philippines. Infrastructures are built and left to deteriorate due to haphazard maintenance. Bridges are provided with lights such as those of Quiapo and Sta. Cruz in Manila, followed by colorful launching complete with media coverage and ribbon cutting, then left to the mercy of vandals and the natural elements due to the negligence of local governments. All airport terminal buildings are in sorry state, one of them even with periodic failure of a lone escalator, while the other one always lands on the pages of broadsheet due to falling ceiling panels. The other one is reported to be with clogged toilets.

 

Once the “underside” of the LRT (Light Rail Transit) was colorfully painted by a mayor of Manila City, but when he lost in the election, the winner upon assumption of post, practically “deleted” the mark of the previous mayor. Millions of pesos were spent for paints to cover the former “design” and color of posts of the transit system and for the new paint, complete with outdoor plants that in time wilted due to their new environment. Today, the “underside” is again in sorry state. Highways and roads that are still in tip-top condition are destroyed to give way to new “toppings” every time new officials assume post or when the term of the incumbent is about to be finished.

 

There is no consistency in the Philippines as regards the maintenance of infrastructures. Many Filipinos even suspect that they were built for “commission”. And with the pronouncement of a government official about the plan of the Duterte administration to build, build, build….what should Filipinos expect? I say…damn it, damn it, damn it! ….which is much better than “shit, shit, shit”!
