Sa pagsalita ni Pnoy Aquino sa anibersaryo ng pagpatay sa SAF44 ngayong araw, 25 ng Enero, ay kung ano-ano na namang matulaing kataga ang binitwan niya. Kaylan kaya titigil ang presidente sa ganitong gawain na bistado namang puro buladas lang? Hindi makakalimutan ang mga binitiwan niyang mga pangako lalo na ang “tuwid na daan”, noong nangangampanya pa lang siya, hanggang sa siya ay umupo na. Pati ang mga “pangako” para sa mga pamilya ng mga pinatay na SAF44 ay hindi pinatawad ni Pnoy dahil sa mga bulilyaso na naman.

 

Ayon sa tatay ng isang pinatay na SAF, iilan lang sa mga pinangakong benepisyo ang kanilang natanggap. Ang pabahay ay maliit at nasa isang liblib na panig ng Laguna at hindi mararating kung walang sariling sasakyan. Ang isang benepisyo para sa dependent ay tahasang sinabi ng pamunuan ng PNP na hindi pwedeng ibigay dahil lampas na sa minimum na gulang ang tinutukoy na dependent, subalit sana ito ay ginawang exemption na lang, dahil gagamitin sa isang hindi pangkaraniwang sitwasyon…subalit hindi nangyari, sa kabila ng pangako ni Pnoy.

 

Hindi makalimutan ang hindi niya pagsalubong nang dumating ang mga labi ng SAF44, pagkatapos ay sasabihin niyang dadalhin daw niya hanggang sa hukay ang sakit na dulot ng nangyari na gusto pa niyang ituring na isang “insidente” lamang, at hindi “masaker”? Dahil sa kasanayan na niyang magbigkas ng mga kasinungalingan, akala niya lahat ng mga sinasabi niya ay totoo….napaniwala niya ang sarili sa ganito. Subalit hindi tanga ang taong bayan upang paniwalaan ang mga sinasabi niya.

 

Upang mabawasan ang bigat ng kanyang mga pagkukulang bilang presidente ay panay paninisi ang ginagawa sa nakaraan administrasyon ni Gloria Arroyo na nagpamana daw sa kanya ng mga kapalpakan. Bakit hindi na lang niya ituwid kung may mali at punan kung may kakulangan, sa halip na siya ay magdadakdak na hindi gawain ng isang lalaking tao, lalo pa at ayon sa kanya ay  “ama” siya ng sambayanang Pilipino? Ang salitang “ama” ay nanggaling din sa kanya dahil sa kahiligan yata niya sa tula, subalit hanggang turing na lang ito, dahil hindi nga niya pinapakinggan ang kanyang mga “boss” na taong bayan, ang bago na namang turing na “ama” pa kaya? Hindi lang tahasang pagbibingi-bingihan ang kanyang ginagawa, kundi pati na rin ang pagbubulag-bulagan, at lalo pa ang pagmamaang-maangan kaya marami tuloy ang nagtatanong kung may presidente ba ngayon ang Pilipinas.

 

Ang pinakamagandang magagawa ni Pnoy upang makabawi sa mga kahihiyan ay huwag nang mangako at bawasan ang paggamit ng mga matalinghagang salita sa kanyang mga talumpati. May panahon pa naman siya upang mabago kahit kapiraso ang pagtingin sa kanya ng sambayanang Pilipino at makakuha uli ng respeto…yan ay kung pakikinggan niya ang mga matitino niyang taga-payo, lalo na ang mga “boss” niya.

Ever since MILF came out with its BBL proposal that shall pave the ground for the establishment of the Bangsamoro, some Filipinos did not believe its sincerity as for them, the MNLF and BIFF are not really excluded from the picture. For the suspicious, even the death of the bomb maker, Basit Usman was caused only by a petty misunderstanding between the low-ranking members of the MILF and his (Usman) party that led to provocation and later, the deadly altercation. As for the MNLF, some parties believe that it has a mutual understanding with MILF that stands until the passing of the unrevised BBL. Fortunately, lawmakers discovered that some of BBL’s provisions are leading towards the establishment of a separate state.

When the delay for the passing of the BBL was delayed, there was an immediate reaction from the MNLF. Even Malaysia was alarmed, a questionable reaction as it was just expected to be an observer…and the only one that reacted. The delay is in view of the government’s intention to ensure that the BBL will maintain the status of Bangsamoro as an integral part of the country. Malaysia even warned of trouble, an uncalled for remark….but why? What is its interest in the ongoing process?

Now, the MNLF is saying that its plan is to establish a Bangsamoro Republik that would include the whole of Mindanao, Sulu and Tawi-tawi islands, Palawan, Sarawak and Sabah, with Malaysia, supposedly behind this effort. Is this the reason why the Sulu sultanate is not supportive of BBL? Why did MNLF come out with such statement only now when there is a problem with the passing of the BBL? Is this not a ploy to force the lawmakers to double time the passing of the BBL, so that they can proceed to the next stage which is the compromise between the MILF, MNLF, and BIFF for the eventual establishment of the republic, a feat which will not require much sweat as the Bangsamoro of MILF, based on the unrevised BBL is a virtual separate state, so leaders can do as they wish? Meanwhile, the BIFF may come in as the republic’s military arm.

If the Bangsamoro Republik will push through, it can easily join Malaysia’s federation as a federal state.

Ethnically, the light-skinned Filipinos without trace of white people’s blood, can trace their ancestry to the Malays. Though disputed, the story of the Ten Bornean Datus who came to the shores of the Philippines to escape the tyranny of their sultan, Makatunaw, tells some. The ten Bornean datus purportedly first landed in the Visayas, particularly Panay, and negotiated with Marikudo, the chieftain of the black-skinned pygmies locally called “ati”, for the purchase of land which they successfully did using a “sadok” (hat) made of gold for the chieftain and a long necklace of gold for his wife, Maniwantiwan or Maniwangtiwang. In another legend, the payment included a basin of gold. From Panay island, some datus sailed down to Mindanao, and some to Luzon where they settled. That is why when the Spaniards came, they found settlements of Mohammedans in Manila and some islands ruled by the “lakans” and “datus”.

As regards Mindanao, briefly, this is how its Islamization and peopling by those from Malaysia, came about: In 1380, Islam was introduced in Sulu via Malacca, by Mudum (Makdum?); followed by Rajah Baginda of Menangkabaw, Sumatra in 1390; and further, followed by Abu Bakr (Bakar) who left Palembang for Sulu in 1450 and married Rajah Baginda’s daughter, Paramisuli. On mainland Mindanao, Serif (Sharif) Kabungsuan, arrived from Johore and also laid down the foundation of Islam. He eventually became the first Sultan of Mindanao, from where, it rapidly spread to Visayas and Luzon. The arrival of the Spaniards made the Muslims retreat to the hinterlands. Their presence in Luzon was confirmed by the Spaniards who called them “Moros” which was intentionally used for its bad repute, but later cleansed by Filipino Muslims with much effort and success.

Another group of settlers, known as Orang Dampuans, came to Mindanao from the south of Annam with the sole purpose of establishing a trading post. The Sulu people when they came were then, called Buranun. The Orang Dampuans were followed by the traders from Banjarmasin and Brunei, important states of the Sri Vijaya Empire. The people of Banjarmasin were called Banjar who brought their beautiful princess to Sulu, and was offered for marriage to the Buranun ruler. With the marriage, Sulu came under the influence of Banjarmasin and from the union, came the rulers of Sulu.

As gleaned from the pages of history, there was a two-pronged movement of people from the Malaysian archipelago, with one that settled first in Panay, in the central Philippines, from where they spread to other islands, and with the massive one that also introduced Islam, that settled first in Sulu and mainland Mindanao, and eventually spread to Visayas and Luzon, until the arrival of the colonizing Spaniards.

The conversion of the majority of Filipinos into Christianity by the colonizing Spaniards made the archipelago “the only Christian-dominated” country in Asia. Unfortunately, despite such spiritual status, many if not most of its officials, do not live up to it, as they proved to be corrupt which is very un-Christian.

On the other hand, Malaysia has a lot to explain if indeed, what the MNLF claims is true. It will come out that they betrayed the trust of the Philippine government when it was asked to sit as observer in its negotiation with MILF. The betrayal is in their cuddling of Nur Misuari and his Bangsamoro Republik advocacy, all the while, that the peace process is going on. Malaysia should vehemently deny it publicly if only to prove that it can still be trusted by the Philippine government. Its silence could mean something which may have a negative implication.

If the people of the whole of Mindanao and Palawan will be made to understand the whole situation that leans heavily on ethnic history of the country, a lot of patience is needed as Christianity has been deeply imbedded in their heart and mind. If the Bangsamoro Republik will materialiaze, definitely, those who live within the territory will no longer be called“Filipino” but “Moro”, as the state will be called “Bangsamoro” or “land of the Moro”.

On solid lands where states or countries are situated, thin demarcation lines that indicate territorial boundary separate them from each other, guarded by foot patrols. If the Bangsamoro Republic materializes, Mindanao and Palawan will be separated from Luzon and Visayas by significantly wide body of water and channels.

The Philippines as an archipelago is “united” by the commercial airlines and roll on-roll off ferries, but not well secured because of the inadequate navy and military facilities. These security contingents use second hand equipment, which are either purchased at bargain prices using measly budget provided by the government or donated by sympathizing countries. And, even the purchases were not spared by evil minded officials as they reeked of corruption. The negligence and corruption in the Philippine government in this regard have caused the immense suffering of the Filipinos in general.

Finally, I do not think the zealous Muslim Filipinos would have thought of the separation, if only the Philippine government has been fair to all the citizens. Corrupt Muslim government officials, on the other hand, should not be blamed solely for their neglect of Mindanao, as the same neglect is also prevalent in the Visayas and Luzon regions, committed by Christian officials. In other words, corruption is prevalent in the whole system of the Philippine republic. And there are even more of these corrupt Christian officials in the central government, so these hypocrite better stop their finger pointing while the innocent ordinary Filipinos, both Muslims and Chrisitians, are left desperately apprehensive, confused, and helpless, as their beloved country is at the verge of being dissected!

The Senate hearing has enshrouded with question, the competence of Deles and Ferrer as representatives of the government in the peace negotiation with MILF. Senator Cayetano pointed out their failure to take note of the relationship of the MILF with the bomb-making terrorists and the BIFF which it alleges to be a breakaway segment of their group. Ferrer’s defense that such relationship is now history was not acceptable as she cannot refute the fact that the bomb-making terrorists have long-established a discreet stronghold within the territory of the MILF, as shown by incidents that led to the Mamasapano massacre. The terrorists have trained hundreds and are now roaming around Mindanao and other parts of the country, and even have started to sow terror, and although Marwan is allegedly dead, Usman is still free.

Ferrer’s defensive stand in favor of the MILF is very obvious, as if she was part of the MILF party, herself. She exchanged words in a heated argument with Senator Allan Cayetano, instead of accepting their group’s failure to exercise more thoroughness in dealing with MILF, to ensure that the government’s sovereignty is not jeopardized. She was mouthing defensive statements such as their being well-equipped with information gathered by their intelligence mechanism. How then, did they fail to take note that Marwan and Usman who had been entrenched within the territory of MILF were training local terrorists in Mindanao while peace negotiation with the latter (MILF) was going on? They could have called the attention of the MILF to such situation a very long time ago, yet. Their failure to do so, clearly led to the Mamasapano massacre of the 44 and wounding of many others who had no choice but take the risk of arresting the two terrorists. Such unfortunate tragedy could have not happened if only the two ladies indeed, did their best to “negotiate”.

With the full trust given to Deles and Ferrer in forging the peace agreement that is supposed to pave the establishment of the Bangsamoro Basic Law, is the expectation that the expected peace will be achieved for Mindanao and the Philippines. Unfortunately for them, the Senate hearing brought out the flaws in their negotiation. The exposure made many Mindanaoans wary if indeed, the MILF is strong enough to control its subordinates, as well as, resolute and a sincere party to which the Philippine government will entrust the propagation of a lasting peace in Mindanao.

Many are now asking, how well do Deles and Ferrer know Mindanao. Are they from Mindanao, especially, central Mindanao which is the focus of the issue? Did they live for a long period in Mindanao to have at least a breath of the different cultures and religions which are also among the issues, aside from politics? Why were they chosen, instead of the known competent Mindanaoans? Were they chosen because of their “right connections”?

Aside from the looming failure of the lawmakers to pass the BBL, there is now a call for Pnoy to replace Deles and Ferrer as the representatives of the GRP in the peace negotiation with MILF. If this happens, not only one corner will be added to the peace process…and if this happens, Mindanaoans, the ordinary constituents, both Muslims and Christians will just have to endure the prolonged agony brought about by selfishness, arrogance, and greed for power of some individuals!

Ang mga malinaw:

1. Matagal na pala ang teroristang bomb maker sa “teritoryo” ng MILF at ang kasama nito kaya siguradong alam ng MILF.
2. Apatnapu’t-apat ang minasaker at marami pang SAF members ang nasugatan.
3. Maraming sibilyan ang nadamay.
4. Nasa “teritoryo” ng MILF ang BIFF kaya lumalabas na para itong kinakanlong, at ang dahilan ay magkakamag-anak daw ang mga miyembro ng MILF at BIFF.
5. Bago pa masuspinde si Purisima ay alam na nito ang mga detalya tungkol sa kinaroroonan ng mga terorista subalit hindi naibahagi sa hukbong sandatahan ng Pilipinas.
6. Hindi napagsabihan si Mar Roxas bilang kalihim ng DILG.
7. Hindi napagsabihan ang mismong OIC ng PNP.
8. Hindi nakipag-coordinate ang SAF sa MILF sa ginawa nilang operation.
9. Maglulunsad pa ng mga pag-atake ang BIFF na nagsabing hindi sila sasali sa imbestigasyon.

Ang mga katanungan:

1. Bakit hindi hinuli ng MILF at isinurender sa pamahalaan ang mga terorista?
2. Bakit hindi pinapaalis ng MILF ang BIFF na itinuturing ding teroristang grupo, sa “teritoryo nila kahit magkakamag-anak pa ang mga miyembro nila? May ginagawa na bang plano, bilang paghahanda kung napirmahan na ang Bangsamoro Basic Law?
3. Paanong naputol ang koordinasyon na “dapat” sana ay ginawa ng nasibak na hepe ng SAF bago sila nag-operate, kaya tuloy walang alam ang hukbong sandatahan, ang OIC ng PNP at ang kalihim ng DILG?
4. Sino o sinu-sino ang “pumutol” ng koordinasyon?
5. May maganda bang pinangako ang mga “pumutol” sa namumuno ng SAF, kaya ganoon na lang ang sobra-sobrang self-confidence ng nasibak na hepe ng SAF sa interview na ginawa makalipas ang maraming araw pagkatapos ng masaker? Bakit ganoon ka-delay ang interview? Pinag-usapan ba muna ang mga ibibigay na sagot upang may mapagtakpan?
6. Anong ibig sabihin ng ininterbyung taga-sandatahang hukbo ng Pilipinas na parang may kulang sa sinasabi ng “ibang grupo”?…na parang may itinatago?
7. Bakit hindi lumulutang si Purisima upang makatulong sa pagpalinaw ng mga isyu dahil malakas ang ingay sa pagbanggit ng pangalan niya?

Ang mga kawawa:

1. Ang mga pamilya ng mga apatnapu-t apat na miyembro ng SAF at mga nasugatan…ang mga asawang buntis, ang mga batang paslit, ang mga sanggol, etc – lahat sumisigaw sa paghingi ng hustisya.
2. Ang mga nadamay na sibilyan sa pinangyarihan ng masaker.

Ang mga nagmukhang tanga:

1. Si Mar Roxas na kalihim ng DILG.
2. Ang mga taga-hukbong sandatahan ng Pilipinas dahil sinisisi na.
3. Ang OIC ng PNP.

Ang pinagmumukhang tanga ay ang taong bayan….at ang masaya ay MNLF!
