Naugat ang problema sa Bilibid na ang mga nasa “ibaba” pala – mga guwardiya ng mga nakakulong na tumatanggap ng suhol kaya nagiging direktang kakutsaba sa pagpapalusot ng mga illegal na bagay sa loob ng kulungan. Kaya pala kahit ilang beses nang nagpalit ng mga opisyal ay umarangkada pa rin ang mga katiwalian. Subalit ngayong nagkaroon ng marahas na pagbabago, kasama na ang pagpalit ng mga guwardiya na ang ipinalit ay mga miyembro ng SAF ng PNP at mga sundalo, inaasahan ang mga pagbabago…sana.

 

Hindi naiiba ang kalagayan ng Bilibid kung ihambing sa bansa. Parehong may namumuno, mga opisyal at mga tauhan. Ang namumuno ngayon ng bansa ay isang matapang na presidente, si Duterte. Nagtalaga naman siya ng mga opisyal sa iba’t ibang ahensiya ng gobyerno. Subalit hindi maiiwasang ang mga sangkot sa mga katiwaliang nasa bandang “ibaba” ay nasa puwesto pa rin at hindi basta-basta mapapaalis dahil sa kanilang job security batay sa Civil Service Code, lalo na ang mga naturingang mga Career Service Officers. Kung ihahambing sa Bilibid, sila ang mga guwardiya.

 

Nahalatang wala pa ring malawakang pagbabago dahil ang ginagawa ng mga ilang opisyal na nagpapatupad ay simpleng “pakitang gilas” lang, kaya pansamantala o ningas cogon. Sinakyan lang nila ang banta ng pangulo nang makita nito ang mga katiwalaan kaya bigla silang nagsikilos. Ang sabi tuloy ng mga Pilipino, kaya naman palang kumilos, ay kung bakit kailangan pang hintaying magmura at magbanta si Duterte. Tulad ng inaasahan, makalipas ang ilang araw karamihan sa mga “binago” ay bumalik sa dating anyo. Ang sabi pa ng iba, nakakaduda ang tuluyang pagpigil sa pagkalat ng droga dahil ang ibang mga sangkot ay nandiyan pa rin at nagpapalamig lang. At, ang nakakabahala ay alam ito ng mga dapat magpatupad.

 

Nagbanta ang mga bagong hepe ng ilang ahensiya sa mga tauhan nila, subalit hanggang doon lang sila….hanggang sa pagbanta dahil ang ilang mga tiwaling tauhan ay nakakapit pa rin sa mga puwesto. Lahat ng ahensiya ng gobyerno ay ganyan ang kalagayan, kaya paanong magkaroon ng pagbabago na gustong mangyari ng bagong pangulo? Kung pagbabago ang gusto niyang mangyari, dapat ay gumawa ng paraan upang  makapagpalit din ng mga “mukha” sa bandang “ibaba” ng mga ahensiya. Kaya bang gawin ni Duterte sa lahat ng ahensiya ang sistemang ginamit sa Bilibid? At, ang mga itinalaga niyang mga hepe ng mga ahensiya, kasing-tapang din kaya niya na kayang magbanta sa mga tiwaling tauhan ng pagtanggal kung napatunayang sila ay gumawa ng katarantaduhan? May mga patakaran tungkol dito na nakapaloob sa Civil Service Code, pero kaya bang ipatupad ang mga ito ng “buong tapang”?

Manufacturing countries that clandestinely hate China have successfully inflicted a “slow death” on the awakened dragon of Asia. They have simply transferred the production aspect of their business in China because of her cheap labor and with it, the byproduct of high technology – the deadly pollution! They have been awfully successful, no question about that!

 

China today, is practically crawling due to the effect of heavy pollution while countries that own brands manufactured in China are basking under smog-free atmosphere. Every day, internet news carries warnings of the Chinese government to its citizens about the heavy pollution and photos are those of the Chinese citizens with face or surgical mask to lessen their inhalation of the dirty air. An enterprising European country is reportedly exporting fresh bottled air to China.

 

The phenomenon in China should serve as a warning to the third-world countries that are blinded by the prospect of living in comfort through high technology. China has practically flooded the world with products made in her homeland. Despite such show of opulence, she is far from being satisfied as her expansionistic desire is slowly creeping towards the rest of Asia and the African continent- with all their third world countries.

 

The governments of these countries would like their forests be uprooted and replaced with factories; would like their fields planted to rice, corn and other staple foods bulldozed to give way to resorts and first-class housing projects; would like their mountains to be drilled for minerals; would like their citizens to be introduced into the mean habits of squalid urban life; would like their centuries-old traditions and faith to be polluted with the immoralities of progress.

 

As the exploitation lasts only for as long as there are yet to be exploited, their “benefits” are likewise short-lived. When the factories and mining companies stop their exhaustive operations, they leave behind ghost towns and villages- with their rivers poisoned by chemicals and the once-fertile land exhausted of their nutrients making them not suitable even for the lowly grass. Their polluted culture gives rise to a new generation of prostitutes and indolent, and worst, with a twisted view on faith.

 

The high-technology must be one of the checks that God has imposed on earth to maintain the balance, aside from natural calamities such as typhoon, earthquake, diseases, and floods, as well as, man-made war. Without them, the world would have burst long time ago, due to overpopulation and inadequate sustenance. But, while these are divine penalties, caution should have been observed by man to at least delay and minimize their occurrence. Unfortunately, man is now reaping the fruits of his greed…at high speed!

 

In the Old Testament, when the God of Israelites wanted them punished for their misdeed, He used the heathen races or tribes to sow disaster upon them. Sometimes He used calamities such as diseases and famine-causing pestilence. The religions of the world are based either directly or indirectly on the Abrahamaic faith, except for some pockets of tribes in unexplored nooks of forests and islands. In a way, most peoples of the world are connected to the God of Israel. Are we now suffering from this divine penalty, mentioned in the Old Testament?

Nothing can be one hundred percent clean, sanitized, germ-free, well-kept, etc., to show a pleasant image. But in exerting an effort for such end-result, consistency should be exercised, as failure to do so could be tantamount to being negligent.

 

Among the ugliest manifestation of the Philippine government’s negligence and inconsistency is the creek at Baclaran which is fringing the northern edge of the purported “business-tourism showcase” of Metro Manila – the cornucopia of condominium buildings, malls, office buildings and the supposedly biggest casino in Asia. Practically, the creek that serves as the catch basin-cum-open drainage of Pasay and Paraἧaque that flows out to the Manila Bay, shows it all. How can the Department of Tourism proudly declare that Manila is a clean city with the obnoxious filth floating on the stagnant creek in all its obnoxious glory greeting the arriving tourists from the airport on their way to their hotels along Roxas Boulevard? Is this progress as what the Philippine president always mumbles? How can such a short strip of open drainage not be cleaned on a daily basis, just like what street sweepers do to the entire extent of the Roxas Boulevard?

 

It has been observed that every time a government agency’s attention is called for not doing its job well, it cries out such old lines, as “lack of budget” and “lack of personnel”. But why can’t they include such requirements every time they submit their proposed budget? In the meantime, as regards the issue on the maintenance of the city waterways, national and local agencies throw blames at each other, trying to outdo each other in keeping their hands clean of irresponsibility and negligence!

 

During the APEC conference which caused the “temporary” bankruptcy of commercial establishments in Pasay and Paraἧaque, as well as, local airlines and lowly vendors by the millions of pesos, the creek was almost “immaculately” clean with all the floating scum scooped up and thrown somewhere else. But as soon as the delegates have left, the poor creek is back to its old self again – gagged with the city denizens’ filth and refuse.

 

Viewing the Baclaran creek is like viewing the rest of the waterways around Metro Manila, including Pasig River, as they are all equally the same filthy picture of neglect, irresponsibility and inconsistency of government concern! One should see the nearby creek at Pasay where the Pumping Station is located, with an “island” that practically developed out of silt, garbage and clumps of water lily! Some days, the short length of artificial creek is skimmed with filth to make it look clean, but most days, it is neglected.

 

In view of all the above-mentioned, why can’t the national and local government agencies concerned co-operate and do the following?

 

• REQUIRE the daily cleaning of the creek by assigning permanent “brigades”, just like what they do for the streets. If there are “street sweepers”, why can’t there be “creek scoopers” and “dredgers”?

 

• REQUIRE the vendors with stalls along or near the creeks to maintain the cleanliness of their respective periphery so that they are obliged to call the attention of irresponsible pedestrians who do not show concern. Each stall must be required to have a garbage bag or bin, as well as, broom and dust pan. Their negligence in carrying out such obligation should be made as a basis in revoking their hawker’s permit.

 

• REQUIRE government employees with sanitation responsibilities TO GO OUT OF THEIR OFFICES AND DO THEIR JOB, and not just make reports to the City Administrators based on what street sweepers tell them.

 

• DREDGE the creek regularly on a yearly basis, not only when flooding occurs during the rainy season, which is a very repugnant reactionary show of concern on the part of the government. The yearly dredging of the waterways would eventually “deepen” them to accommodate more surface water during the rainy season, and even bring their bed back to their former level.

 

The costly effort of the national government in putting on a pleasant “face” for Manila every time there is an international event, as what happened during the APEC conference, may elicit sympathy and grudgingly executed cooperation, but there should be consistency in it….otherwise, it would just be like sweeping the house, only when visitors are expected, or worse, sweeping the dirt to a corner to hide them.

 

Cooperation between the government authorities and the citizens is necessary. However, as there is a clear indication that the concerned citizens, such as vendors and pedestrians, lack discipline, the government should take necessary steps in imposing measures to ensure their cooperation, albeit by coercion, so that whatever sanitation projects may have been initiated can be consistently maintained, for the benefit of all.

 

If littering on the ground can be prohibited with appropriate penalty, why can’t the same be done for the sake of the waterways? If ever local government units have passed such measures why can’t they be imposed authoritatively and consistently?

It is a fact that fake rice proliferates in the local market. However, it is just irritating to listen to government spokespersons talking about the “fake rice” and the “vitamin- fortified rice”. They do not even make a distinction between the fake rice and the vitamin-rice, the first of which is the iron-fortified rice. Now, there is a so-called “corn-rice”. They do not even emphasize that fortifying the rice with nutrients does not make it fake. They make a joke about the issue by saying that it is better for the poor Filipinos to eat fake rice because it is fortified with vitamins!…and that is what I mean by their irresponsibility.

A day after the issue on the fake rice exploded, a government official even assured the Filipinos that the fake rice processed with resin and plastic can only poison the body after at least a month of consumption! So, with those kind of government officials that the country has today, what do we expect?

While the people’s money is just left to be stolen by the greedy officials and lawmakers, the government failed to spend for an information drive about the different nutrient-vitamin rice that are now in the market. The rice-corn in the shelves of the supermarket is not given much attention by shoppers who may be presuming that it is another GMO. The iron-fortified rice, on the other hand that has been circulated for a long time now, failed to attract the interest of Filipinos, especially, those who need such nutrient.

Processing the clean rice for the fortification is different from that of modifying the genes of plants or animals, as part of the latter is “feeding” or injecting into the growing subject organism, the enhancing genes. Nothing about this information is being undertaken by the Bureau of Plant Industry or the Department of Health and other agencies involved in the consumption of rice and other food products.

Pangalawang beses na itong pagsabi ko na swertihan ang pagkakaroon ng mapagmahal at responsableng magulang, o anak na mabait at hindi makasarili, ibig sabihin ay uliran at hindi suwail. Hindi na kailangang magtaas ng kilay ang mga magulang at anak sa pagbasa ng titulo dahil talaga din namang hindi lahat ng magulang ay 100% na responsable, ganoon din ang mga anak na hindi lahat 100% ay uliran. Ang blog na ito ay tungkol sa Pilipinong pamilya lamang.

Batay sa kultura ng Pilipino ang mga magulang ay inaasahang mapagmahal at responsable upang maging matatag ang tahanan. Ang mga anak naman ay inaasahang maging huwaran sa pagsunod sa magulang, kaya dapat ay mabait at hindi makasarili.

Subali’t sa panahon ngayon, hindi na ito kadalasang nangyayari dahil sa dami ng impluwensiyang nasasagap ng pamilyang Pilipino. May nababasang balita tungkol sa magulang na nagbubugaw ng anak o nagsasalang dito sa sex video upang pagkitaan. May mga kuwento rin tungkol sa mga anak na sa murang gulang ay sumasagot sa magulang o di naman kaya ay nagmumura pa. May mga magulang na nagtatapon ng anak sa basurahan o nagpa-flush ng bago pa lamang panganak o fetus, sa inuduro. Meron ding mga anak na nang magkaroon ng sariling pamilya, ang sariling magulang ay hinayaan na lang na lumaboy sa kalye at mamulot ng basura upang mabuhay.

May mga responsableng magulang na kahit anong gawin upang mahubog sa kabutihan ang anak, talagang walang kinahihinatnan ang pagod dahil malakas ang pagkontra sa kanila. Kung lumaki na ang mga anak na suwail ay halos sipain pa sila ng mga ito palabas ng bahay. Sa ganitong sitwasyon, ang magulang na hindi nakakatiis ay nagiging kawawa kapag matanda na dahil hindi makakaasang aalagaan sila ng kanilang anak. May mga nakausap akong matatandang namumulot ng basura upang mabuhay dahil sa kamalasan nilang pagkaroon ng mga anak na suwail, kaya nagtitiis na lamang sila sa pagtira sa bangketa.

May mga anak din na uliran sa kabaitan, subali’t ang mga magulang naman ay iresponsable at gumon sa mga bisyo, kaya pati sila ay naipapahamak. Sa pamilyang ito nagkakaroon ng bugawan ng anak upang kumita ang magulang. Sa mga ganitong sitwasyon, kadalasan, ang mga anak na hindi makatiis ay naglalayas na lamang at nakikisasama sa ibang bata na may kahalintulad na kuwento ng buhay. Sila ang mga nagugumon sa pagsinghot ng rugby, at kalaunan ay natututong magbenta ng sarili o magnakaw upang mabuhay.

Ang matinding sitwasyon ay kung parehong may mga kasalanan ang mga magulang at anak tulad ng nakita ko sa isang pamilya sa isang barangay na madalas kong pasyalan. Ang mga anak ay puro batugan. Paggising, ay cellphone agad ang inaatupag. Nagsilakihan silang ni hindi nakahawak ng walis nang may kusa, dahil kailangang utusan pa ng magulang, at sumunod man ay animo nilamukos ang mukha dahil sa pagsimangot. Ang mga magulang naman ay masosyal at ayaw patalo sa mga kapitbahay pagdating sa mga kagamitan, dahil ayaw paawat sa pagbili ng mga gamit, kahit hindi kailangan. Dahil sa pagsalpukan ng hindi kagandahang ugali ng pamilya, umaga pa lang ay nabubulahaw na ang malalapit na kapitbahay dahil sa kanilang pagsasagutan.

Ang basag na relasyon ng magulang at anak ang isa sa mga dahilan kung bakit ang lipunan ay tuluy-tuloy sa pagbulusok, habang nawawalan ng kabuluhan. Hindi lahat ng Pilipino ay may iisang pananaw at panuntunan sa buhay. Ang iba, kahit walang laman ang tiyan ay okey na, makapagsamba man lang. Subalit may iba ring dahil sa gutom ay nawawala sa sarili kaya hindi lang pamilya ang nabubulyawan, kundi pati na ang Diyos ay pinagdududahan na rin. Idagdag pa dito ang mga impluwensiya ng teknologhiya at ibang kultura, at lalo na ang kapabayaan ng pamahalaan, kaya kung wawariin ay halos wala nang masusulingan ang Pilipino.

Sa puntong ito dapat ipasok ang pakikialam sa ating kapwa nang may kabuluhan. Ang pakikialam ay hindi lamang pagpayo kung ano ang tama, kundi ang pagpapakita sa pamamagitan ng kinikilos natin na maaaring tularan. Ang isa pa ay ang pakikialam sa pamamagitan ng tulong na abot-kaya. Huwag nang hangaring makatulong ng malaki kung ang kaya ay para sa isa, dalawa o tatlo lang…dahil kabawasan din sila kahit papaano, sa hanay ng mga nangangailangan.

May punto ang isang propesora ng UP na ininterbyu sa pagsabi na huwag pilitin ang pangulo kung ayaw niyang humingi ng tawad dahil sa kapalpakan ng operasyon sa Mamasapano na naging sanhi ng kamatayan ng 44 SAF commandos, at ilang sibilyang lokal na naipit sa palitan ng putok.

Paulit-ulit na pinalulutang ang mga mali ng pangulo, tulad ng: pagbigay ng pahintulot sa suspendidong hepe ng PNP na si Purisima na makialam sa operasyon; pag-etsa puwera kay Roxas na hepe ng DILG at sa OIC ng PNP sa mga huling pakikipag-usap niya kay Purisima at Napeῆas; at ang hindi pagbigay ng karampatang halaga o urgency sa operasyon, kaya hindi niya na-monitor at naging dahilan upang hindi siya makapagbigay ng mas malinaw na desisyon nang maipit na sa Mamasapano ang mga SAF commandos. Sa kabila ng lahat, walang epek sa pangulo ang nangyaring trahedya, kaya ang pinaka-simpleng “I am sorry” ay hindi man lang niya nasambit.

Sa isang talumpati, umasta siyang “ama” na nawalan daw ng mga “anak”….hanggang doon na lang. Ang tinutukoy niya ay ang pagkamatay ng mga SAF commandos. Subalit ang magpakita na siya’y kinokonsiyensiya kaya dapat siyang himingi siya ng pasensiya, ay hindi man lang pumasok sa kanyang isipan.

Ang tingin ngayon ng mga Pilipino sa pangulo ay isang sinungaling. Ang masaklap sa ginagawa niyang pagtatakip sa kasalanan gamit ang kasinungalingan ay lumalala habang naglalabas siya ng mga saloobin na nakaangkla pa rin sa kasinungalingan. Sa halip na mabawasan ang mga kasinungalingan ay lalo pang nanganganak ang mga ito, hanggang sa umabot sa puntong wala nang makitang paraan upang siya ay makabawi, DAHIL SA PAGKAPATONG-PATONG NA NG MGA KASINUNGALINGAN.

Paano niyang i-deny ang mga na-rekord na niyang mga nakaraang talumpati na salungat sa mga kasalukuyan niyang sinasabi? Tulad na lamang ng may lakas-loob niyang pagsabi na ang BOI report ang magbibigay ng linaw sa kaso ng Mamasapano kaya ni hindi na niya kailangan pang bigyan ng kopya nito. Ni hindi siya nagpaunlak ng interbyu at bandang huli, dahil sa ugali niyang paninisi, pati si Roxas ay sinisi, at hindi daw nagparating ng imbitasyon ng BOI sa kanya para sa isang interbyu, ganoong maaari naman talaga siyang magkusa. Ang malinaw ay nag-presume siya na magiging kuntento na ang BOI sa pag-pick up ng mga impormasyon mula sa kanyang mga talumpati. Subalit nang lumabas ang resulta na nagdidiin sa kanya, nataranta yata kaya pinatawag ang BOI sa Malakanyang! Nang mabisto ng media ang miting niya sa BOI at pinasabog ito, napahiya yata kaya, buong “katapangan” na nagsabi ang Malakanyang na hindi nila babaguhin ang BOI report…dapat lang dahil bago nakarating sa kanila ang isang kopya, may nabigyan nang mga ibang tao!

Pwede nang tanggapin ang sinasabi ng Malakanyang na may prerogative si Pnoy o may karapatan sa paraan ng pagbigay ng kautusan na maaaring sumira ng umiiral na “chain of command”, PERO DAPAT IHANDA NIYA ANG SARILI NIYA SA RESULTA AT TANGGAPIN KUNG ITO AY PALPAK KAHIT PA MAY PANANAGUTAN DIN ANG KANYANG INUTUSAN…KAYA, PAREHO SILANG DAPAT MANAGOT…LALO NA SIYA BILANG TAONG NAGBIGAY NG UTOS!

Hindi makakawala sa pananagutan ang pangulo sa kanyang pananagutan dahil sa trahedyang nangyari sa Mamasapano. Isang classic na kwento yan kung sakali na only in the Philippines mangyayari! Dapat mag-ingat si Pnoy dahil baka mag-krus pa ang kanilang landas pagbaba niya sa puwesto, kung hindi matuloy ang nilalakad na pagpa-confine ni Gloria Arroyo sa kanilang bahay dahil sa lumalala niyang kalagayan.

The senators wrongly thought that they are giving light to the Mamasapano massacre. Clearly, they lacked the guidelines, or if ever there were, they deviated from them, because some questions were leading to the confidential security matters. In their enthusiasm in asking questions, they forgot that there are still active operations for the capture of Usman and the “graduates” of his and the allegedly dead Marwan’s bomb-making trainings.

The senate should have only concentrated on establishing as to who called the shots that launched the unfortunate operation resulting to the death of the forty-four and wounding of other SAF commandos. They should not touch on the fine details on how the operation was done. The lack of coordination and severance of the chain of command can surface to establish the people responsible for the lapses without going to the fine details as to the kind of weapons and rounds of bullets used, movements of units, etc. Unfortunately, Napeῆas was even forced to divulge the details of how the SAF made plans for their operations which was uncalled for.

The Senate hearing has put the country into another delicate situation. I dread to think of what will happen next, after it has been known that the PNP is practically lacking in the necessary defensive and offensive equipment. What will happen now after the exposure of the military that can be made helpless by a simple “miscoordination”? Clearly, they lack thoroughness and resourcefulness. And add to those, their total dependence on a commercial communication facility that can be jammed – the cellphone!

Very clearly, it has been established that the bomb-making “factories” are in Mindanao and that the bomb makers who benefited from the training provided to them by the international terrorists are not roaming only around that southern island, but other parts of the country, especially, Manila. And with the allegation that the MILF is cuddling them in connivance with the BIFF and that both still have connection with international terrorists, is the country, especially Mindanao, still assured of peace as promised by the Bangsamoro Basic Law?

If the Senate would like to improve the coordinative relationship between the security agencies of the country, this should be done behind closed doors, as it involves confidential systematic operations. They should stop the hearing as soon as they have pinned down who called the shots in the launching of operation at Mamasapano. The MILF cannot be forced to accept the fact that it cuddles the terrorists, although, intelligence information has established that they are hiding within their “territory”. The MILF cannot even “touch” the BIFF, their breakaway group. With the strong stand of the MILF, the rest of the effort of the Senate will be futile.

In view of the Senate’s helplessness due to the blatant hand washing and finger-pointing, they better turn their attention to the Bangasamoro Basic Law, as the ball is in their hands, if it still deserves to be passed. Overall, the Senate hearing is doing an irresponsible process. But who would like to stop an opportunity for grandstanding, in view of the approaching 2016 election? Meanwhile, the MILF should thank Deles and Ferrer for speaking on its behalf, in the name of the half-cooked peace process….
