ANG MGA PINAPATAY NA DRUG USERS AT PUSHERS

Batay sa mga binanggit ni Kerwin Espinosa tungkol sa lawak ng pagkasangkot ng kapulisan, nakakabahala na hindi lang pala mga opisyal na nakaupo sa mataas na puwesto ang may kinalaman, kundi pati mga kapulisan sa ilalim. Malinaw na malinaw ang kuwento tungkol sa mga “recycled” na droga – mga drogang bahagi ng nakumpiska ng mga pulis at pinabebenta nila mga “bataan” nilang pushers. Ang mga nasa Maynilang pulis na nagre-recycle ay tinawag na “ninja cops”. Ang mga pushers ay nahahawakan nila sa leeg dahil nahuli na nila ang mga ito bilang mga drug users, kaya mistulang na-black mail upang magbenta ng “recycled” na droga, upang hindi tuluyang makulong.

 

Naipakita din noon sa TV ang isang witness na taga-Antipolo na nag-utos daw sa kanyang tatay na magbenta ng droga, at kung minsan daw ay sa bahay pa nila gumagamit nito. Mistulang nakalublob sa kumunoy ang tatay nilang pinatay nilang gumagamit din ng droga at ilang beses nang nahuli. Nang mapatay ang tatay nila ay positibo nilang itunuro ang mga pulis.

 

May mga pinapatay ngayong ayon sa mga kaibigan at kapamilya ay dati daw gumagamit LANG ng droga at sumuko na kaya nakalista sa presinto. Nagtataka lang sila kung bakit pinatay pa at siguradong hindi sindikato ang pumatay sa kanila dahil wala naman daw kilalang big-time pusher ang mga ito. Ang ibang namatay ay mga scavenger at “barker” sa mga jeepney station. Pero ayon sa kanilang mga kaibigan ay natutong gumamit ng droga na nagsimula sa rugby, pero bandang huli ay kumita dahil “naghahatid” na rin daw ng droga o naging “runner”. Kung minsan pa daw ay may kausap silang mga pulis.

 

Ang hinala, ay mismong mga pulis na sangkot sa droga pero hindi natanggal sa puwesto ang may kagagawan ng pagpatay upang hindi sila maituro pagdating ng panahon. Pinapatay nila ang mga nakakakilala sa kanila upang pagdating ng panahon ay hindi sila maituro. Kapag “lumamig” na ang sitwasyon dahil isinusunod na ang “corruption” kaya siguradong hihina ang operasyon laban sa droga, asahan ang mga bagong “set” ng drug pushers at runners. Hindi naman kasi nasisira ang shabu kahit itabi ng kung ilang taon….pwedeng ibenta after six years kung wala na si Duterte.

IT IS IMPOSSIBLE TO APPLY ALL KINDS OF MEANS AT THE SAME TIME TO TOTALLY ERADICATE THE PROBLEM ON DRUGS WITHOUT INADVERTENTLY AFFECTING THE INNOCENTS, JUST LIKE IN THE TREATMENT OF CANCER USING THE RADIATION OR CHEMO THERAPY IN WHICH EVEN NON-CANCEROUS CELLS ARE AFFECTED.

 

THE MENACE OF THE ILLEGAL DRUG IS SUCH THAT NOBODY CAN PINPOINT EXACTLY WHO IS THE LEAST AND MORE GUILTY, AS EVEN THE POOR SCAVENGER WHO HAS BEEN INITIALLY USED AS “DRUG RUNNER” FOR A PITTANCE, LATER ON GOT HOOKED TO BECOME “DRUG ADDICT”, AND EVEN DRIVEN TO COMMIT CRIME AFTER BEING ENTRAPPED IN THE MESH WOVEN BY THE DRUG LORD WHO IS THE MOST GUILTY.

 

WHEN POOR FELLOWS FROM SLUMS GET KILLED, DUTERTE DETRACTORS IMMEDIATELY BLAME HIM AND THE POLICE WHILE CRYING “EXTRAJUDICIAL KILLING” TO HIGH HEAVENS, AS IF, THERE ARE NO VIGILANTES -THOSE WHO WANT TO AVENGE THEIR VICTIMIZED LOVED ONES, AS WELL AS, DRUG PERSONALITIES – THOSE WHO DO NOT WANT TO BE BETRAYED OR PINPOINTED BY DISLOYAL AND TWO-TIMING DRUG RUNNERS AND PUSHERS, AND WHO CAN EXACT HIDEOUS KILLINGS PORTRAYED IN NEWSPAPERS AND VISUAL MEDIA OUTLETS.

 

DUTERTE DETRACTORS SHAMELESSLY CRY FOR JUSTICE FOR THE KILLED DRUG PUSHERS AND DRUG LORDS WHO, FOR THEM ARE “VICTIMS” OF EXTRAJUDICIAL KILLING, WHILE NOT GIVING EVEN A FLEETING GLANCE AT THE VICTIMS OF THESE CRIMINALS.

The Drug Situation in the Philippines Needs Immediate Action by Duterte

SOME detractors will always be detractors, as they are used to just criticizing without looking at the whole picture of a situation. In the case of Duterte’s effort to eliminate the drug menace in the country, what they perceive outright are the killed addicts, drug pushers and drug lords. Their focus is on the “kill”. I doubt if they ever give a damn to the effect of the crime committed by these killed drug personalities. Or, even give a deeper look into the circumstance as to “who” committed the killing because it could be done by drug suppliers or relatives of victims who just want to avenge their loved ones. Instead, these detractors immediately concluded that it is Duterte’s own doing.

 

These detractors say that instead of focusing on the lowly offenders such as drug addicts and drug pushers on the street, Duterte should give attention to the drug lords. For this contention, a question may be asked as to what will the police do to the drug addict who rapes and kills his victim? How about the drug-deranged robbers who victimize innocent students on their way to school or home?…etc. Drug-related situations call for IMMEDIATE action as they are wantonly done on the street. Unfortunately before, apprehending police themselves would complain about crime perpetrators being bailed out by financiers on the day they are booked.

 

As regards the drug lords that should be killed instead of the lowly drug addicts and pushers – these drug kingpins are inside the New Bilibid Penitentiary which even before Duterte’s assumption of presidency, have been reeking with anomalies.  Drug lords give instructions via cell phones to their cohorts who are concocting drugs on the high seas, remote barangays, and even exclusive subdivision in Manila, or directing delivery of stocks from China. Even before he was elected as president, drug transactions have been going on inside the facility, obviously blessed by those who are supposed to enforce the law. What will Duterte do now that he is the president?…bring these drug lords out of the prison and have them shot one by one in Luneta as what Marcos did to a Chinese drug lord, to scare the would-be drug laboratory operators out of the country? THERE IS NO BUDGET FOR THE IMMEDIATE BUILDING OF REHAB CENTERS IF THIS IS WHAT’S IN THE MIND OF QUIXOTIC DETRACTORS, AS THE BUDGET ON HAND THAT HE INHERITED DOES NOT INCLUDE SUCH PROVISION.

 

Duterte has been very vocal about the revival of the death penalty which human rights advocates oppose. In this regards, what will he do?…call a prayer meeting of his cabinet secretaries and with all kindness, plan a humane strategy to be approved first by the CBCP and the Commission on Human Rights?…ask evangelists to pray over the drug lords in Bilibid so that they will change their ways? The government that Duterte has inherited is so diseased that it is even doubtful if its agencies have updated Operating Manuals that are supposed to guide them in their day to day operations. On the other hand, many laws are pitifully loop-holed, a situation that intelligent lawyers use to win high-priced and high-profiled cases. These are just some of the situations that met Duterte when he assumed the presidency. It needs a Martial to circumvent all those loop-holed laws and deeply-rooted anomalies, to set things straight.

 

The drug addicts and pushers have been given a chance via the “Operation Tokhang” which was successful in Davao. Unfortunately, in Manila, those who have been given the chance make a mockery of the law, as after signing the waiver, they went back to their old ways.

 

Detractors are pinning Duterte down with his deadline to accomplish what he promised to cleanse the country of drug menace in 3-6 months. After finding out the enormous extent of such nuisance he expressed a surprise as obviously he underestimated the drug situation in the country, and as a human being, his predicament deserves understanding…while, on the other hand, the detractors opted not to say a word, as if saying, “good for you!”

Illegal drugs and poverty are miseries of a society that breed corruption in a country’s government and erode the culture and virtues of its people. Illegal drug start its infection as a mere vice of the indolent portion of the population until it becomes an extreme psychological necessity for survival. On the other hand, poverty-stricken populace of a country gets controlled by corrupt government officials and politicians with the use of money…with such control driven by helplessness on the former. Worse yet, the money come from the coffer of the government in most cases.

In the Philippines, there are allegations that contingents of the New People’s Army based in the north have resorted to planting marijuana in hidden and almost inaccessible nooks of the cordilleras. In Mindanao, there are allegations, too, that the Abu Sayyaf Group uses drugs to lure the youth to expand their membership.

During the campaign period that precedes an election, buying of votes is no longer discussed discreetly. This corrupt practice of politicians has become a common subject among electorates, as to who among the candidates gives the highest bribe. The electoral trend has become a way of life of the people. Regrets of the people are like cycle, repetitive and without end, every time winning corrupt candidates assume office and begin to ransack the government coffer to recoup what have been spent during their campaign.

Narco-politics have already crept into the government system of other countries, especially, those in South America. Poverty has become the face of third world countries. And, corruption that has developed into the stinking fruit of the mentioned phenomena is ensuing seeds that are being sowed throughout the world, as shown by drug laboratories operated by Chinese in the Philippines. The phenomena have become universal with the use of different nationalities as drug mules or couriers that carry loads of drugs to unsuspecting countries.

The world is experiencing a tremendous metamorphosis in all aspects of development in such a fast phase, as if mankind is in hurry to commit a self-annihilation!
