Listening to the Senate hearing last February 9 could drive one to extreme irritation, what with humorous statements and insinuations, incongruous questions that got equally inconsistent answers and revelations about incompetence in the job of the presidential appointees as shown by their stammering and beating around the bush to hide their ignorance. One instance is about the allowing of a resource person to take the flight out of the country, despite the issuance of the “watch out bulletin” against him.

 

The responsible airport guys of the Bureau of Immigration (BI) reasoned out that the name reflected on the passport which is the “legal name” is different from what is reflected on the “watch out bulletin” which is the “nickname”, so he was allowed to take the flight.  These BI airport guys knew very well that despite the different names, they refer to the same person and still, they had the prerogative to remove any doubt by at least asking two IDs to establish the guy’s “legal” identity. What they did was a grave irresponsibility and misconduct as the guy who was allowed to depart was a very important resource person in a serious case. As usual, all that the ever &*^$#@ DOJ Secretary Vitaliano Aguirre did was just SUSPEND the incompetent BI officials. If the Senate investigating committee is looking at “connivance” as another facet of the case on hand, it should include Aguirre.

 

On the other hand, the Senate investigators and the DOJ secretary forgot, that because what has been issued was only a “look out bulletin”, the BI airport guys had no right to hold the subject, because only a “hold departure order” can make them so. Nothing about it has been mentioned in the course of the hearing. Had it been noticed, blames thrown at the airport BI guys could have boomeranged to Aguirre who is obviously at fault for the biggest oversight which shows another side of his incompetence that just keeps on ballooning – more than reason enough for his removal from his post.

 

Finally, it is observed that there is no seriousness in any hearing that the Senate conducts. Each one of the senators tries to outdo each other with humorous and ego-boosting statements, most of which are not necessary to the issues being discussed. The hall seems to be inflated with air of arrogance that could make its walls burst. They make investigations as basis for the formulation of laws…but what “good law” has been implemented “properly”…if, at all?

After leaving Tacurong without even attending our college graduation due to the urgent call of a once-in-a-lifetime opportunity from Philippine Airlines, I also left behind my friends and family without entertaining the idea of when I would be with them again.

 

Many years later, every time I went home, I developed the habit of just staying for several hours in our town crammed with unannounced quick visits to relatives and friends. In the list, Bong and his elder sister, Talama (Kingan) who was my classmate and barkada were always included. I was happy to learn about his settling down and small business. And, I thought, that was it….that he would just be some sort of a businessman, but I was wrong.

 

We met again after more than ten years, but that time, it was at Ayala Avenue during a rush hour as it was a little past five in the afternoon. He excitedly told me about our friends and his forthcoming job. Much as I would like us to have a better place for our conversation, he insisted that we visit Ephraim Collado, his barkada, who was temporarily staying at a nearby place in Makati. After that visit, we exchanged contact numbers. And, when I called him up months later, I found the number to be that of DILG’s but surprised when told that he was in Bilibid. I got panicky because I thought he was detained, until the lady who answered the phone told me that he was “on duty”. The next time I called, I finally talked to him but he was in a hurry so he gave me his address in Muntinlupa. Our quickie phone conversation made me realize that he was with the Bureau of Corrections (BuCor) of the DILG. I failed to visit him due to my hectic schedule.

 

It was Talama who told me more about his job as a warden at Bilibid when I visited her at her office in the Land Transportation Office (LTO) in Tacurong. The next time I learned about the job of Bong was when I read about the news on his exposition of a certain scandal in Bilibid. It was a one-of-a-kind revelation because Bilibid was never thought to be immersed in any scandal as it is a correctional institution, hence, “clean” and free from corruption.

 

I had an opportunity to talk to him through his cellphone while he was already staying in undisclosed places for security reason. What I could not forget was when he told me, “sayang, Pol (the Makilalas call me Pol)….damo pa tani ako sang isiling pero tagilid na ako….bahala na sila sa statements ko…” (…I am disappointed, Pol…I could have revealed more…but I am now in an awkward position….it is up to them on what to do with my statements…) I advised him to pack his things and leave his thankless job, and help his wife back home to develop their business. I also told him to call me anytime, as I was just around and ready to help, but he did not. I contented myself in monitoring the progress of the investigation until the heat of excitement cooled off.

 

One day I got a surprise call from him during which he told me that he was under a protective custody and was about to change his number, so I told him to call me soonest as he got a new one. I told him not to text me as I wanted to hear his voice, to be sure that he was still be alive…I was serious when I told him that. Several years later, I was told that he was back to our place, but I failed to check if he had with him any security escort.

 

When I visited again our hometown, I dropped by his home in New Isabela and glad that I did because I found out that their bedridden mother with whom I was close, was under his care. He had no “security”, so I asked what happened to the “protective custody”, to which he just gave me assurance that he was safe. We had a lengthy talk in their small gazebo over cups of coffee and before I left he showed me his collection of decorative and medicinal plants, so I kidded him to go into herbal medicine business instead of going back to BuCor. He and his wife urged me to always drop by every time I was in town, and they gave me as a foremost reason, their mother who was with them. That was several years ago before Duterte was elected as president.

 

Late afternoon of February 4 2017, Bogz Jamorabon texted me about Bong’s assassination as he got wind of it from a TV news broadcast. I was shocked…first, because I did not expect him to go back to BuCor, and second, because even if he did, I assumed he was safe, with president Duterte as the new president. That evening, I realized that those who wanted to finish him off must have known that he still got plenty of anomalous information about the Bilibid that could eventually pin down de Lima who was then, the Secretary of Justice. I could not sleep that evening as our last phone conversation before he went into protective custody kept creeping into my mind.

 

With the passing of Bong, I am resolved not to be overcome with hate, but rather, pity to those who want to silence him forever. I pity them because for a pittance, they allowed themselves to be used in hindering what could have been the flow of good intention from a guy who just wanted to help his fellowmen.

 

But, for Bong…he may have fallen, but his ideals will never be forgotten. I am proud of him and so are his friends and family, our school, Notre Dame, for having been part of his growing up with great values oozing out of his person. Unfortunately, his unwavering trust in the new administration pushed him off the cliff…

One glaring flaw in the government system which causes all the flacks in its effort to check the proliferation of corruption and illegal drugs is the lack of concerted effort due to the absence of effective coordination and instantaneous action of all agencies concerned with interrelated functions and objectives. By “agency”, I mean “office”, be it a bureau, a unit of a department, the department itself, and all levels of the local government. I this regard, I am referring to the Philippine National Police (PNP), Department of Justice (DOJ) and the Department of the Interior and Local Government (DILG).

 

The above is very ideal. However, there is a big question as regards “trust”, because the mentioned agencies are not 100% trustworthy. Betrayal is not far from being committed by the corrupt official who happens to have become a member of the Super Council. In the past, before raids can be conducted, for instance, in drug laboratories and drug dens, the targets have already been notified by their cohorts in the participating government agency, and who are privy to the operation. In this regard, there is an urgent need to purge the said agencies of scalawags before the Super Council can be organized…the DOJ with its PDEA and NBi, the PNP and the lower courts of the Judiciary.

 

As to the checking of the trustworthiness of people in the government, and whose expertise the president can harness, the latter should check their historical performance. He should also make it clear that whoever gives him wrong information should be made accountable. He should learn his lesson from the embarrassing case that put the Bureau of Immigration into the limelight, with those involved being his appointees.

Not only does the Philippine National Police (PNP) need a “total cleansing”. The other one that also needs to be purged of scalawags is the Department of Justice (DOJ). But the big question is: can it be done by its secretary whose weak personality is the talk of the town as he cannot even control the National Bureau of Investigation (NBI) in view of the series of scandals that have rocked the agency? What about the PDEA which also has a questionable image?

 

Lately, only re-assignments of post were done to the NBI people who are alleged to be involved in anomalies. Why not suspend and investigate them, with their wage suspended?…yet, the agency is proud to announce to have done such hollow act!

 

The DOJ Secretary should be replaced by a compatible, intelligent, strong-willed, less talker, and trustworthy guy….one who has no record of “butterflying” from one political party to another which manifests selfish motives….one who does not make appointments with disreputable people….and, one who officially meets people in his office at day time only, not in a restaurant or a hotel in the evening….meaning, one who is with unquestionable honesty!

 

Surely, those who are involved in anomalies, but do not belong to the PNP must be laughing their head off because they have been spared from being humiliated in public such as what de la Rosa did to the Olongapo policemen who were involved in the kidnap-extortion of Koreans. But if these laughing eggheads belong to the DOJ, who will wash them down with a barrage of cusses and make them do pushups…..Aguirre?…now, that makes me laugh!

 

In my opinion, the respectable and strong leadership characters do not fit the personality of Aguirre who has been viewed as a weakling since day one of his assumption of office. He is a mismatch to the strong-willed president with stony character. He is a burden to the president because of the continued embarrassing anomalies committed by his people who seem to be toying with his kind of leadership.

 

On the other hand, de la Rosa should also mention in his interviews what happened to the long list of cases of killings supposedly committed by the police, the most prominent of which was the murder of a couple in Antipolo. During the Senate hearing, the children of the couple revealed that the police also used their home as a drug den. The Filipinos want to know if indeed, the police scalawags are slapped with appropriate penalties, and not just suspensions and “vacation” in the PNP’s holding office in Crame, or worst, just transferred to other posts. If the NAPOLCOM is dilly-dallying in their job, de la Rosa should do what is appropriate.

 

For de la Rosa to regain his lost reputation, he should stop being dramatic during interviews and just mention in a professional manner what are asked of him…nothing else on anything that oftentimes put him and the president in unbecoming situations. As for Aguirre…he should resign to save himself from the embarrassing kick from the president.

Hindi na kailangan pang banggitin ang kawalan ni Aguirre ng nagawa noong naging DOJ secretary siya sa ilalim ng administrasyon ng isang nakaraang presidente. Sa hindi malamang dahilan ay napabilib niya si Duterte, o dahil lang mayroon silang “common enemy”… si de Lima. Sa excitement ni Aguirre at ni Duterte ay nangako silang matutuldukan ang mga kasong inupuan ni Pnoy Aquino, lalo na ang mga massacre sa Maguindanao at Mamasapano. Sa pag-upo in Duterte nang-agaw ng eksena ang mga problema sa Bilibid na kinasangkutan ni de Lima. Nakalimutan ang iba pang mabibigat na kaso. Si Aguirre, parang walang pakialam. Iniisip niya siguro na pagkalipas ng 6 na taon, okey lang maski wala siyang ginawa tulad din ng mga nakaraang administrasyon.

 

Ngayon, dobleng boldyak ang inabot niya sa magkahiwalay na kaso ni Lam at ni Sta. Isabel. Sa kaso ni Lam, ang mga sinasabi ng mga saksi ay tumuturo sa kanya na sangkot sa bayaran. At ang kawawang Aguirre ay nagmukhang tanga dahil mismong mga senador ay nagsabing hindi sila naniniwala sa mga sinasabi niya. Dahil diyan, tumalsik ang natirang respeto sa kanya!

 

Sa kaso ni Sta. Isabel, pilit pinapalabas ni Aguirre na wala itong kasalanan kundi ginamit lang na “fall guy”, at pilit na itinuturo ang iba pa tulad ni Dumlao na siyang “kumukumpas” daw sa operasyon.  Paanong mapapaniwalaan ang sinasabi ni Aguirre at ni Sta. Isabel dahil kung talagang wala siyang (Sta. Isabel)  kasalanan, dapat ay dumiretso na siya kay de la Rosa sa halip na magtago sa NBI kung saan ay sinasabing may mga kaibigan siya at kung saan ay gumawa siya ng notarized statements bago magpa-detain sa Crame. Tulad ng inaasahan, sa hearing sa Senado, naglitawan ang mga magkasalungat na testimonya. May kasalanan diyan si Aguirre na dapat ay hindi na muna sumawsaw at hinayaang umusad ang imbestigasyon ng mga pulis. Sa halip na makatulong ay pinagulo niya ang mga imbestigasyon. Kahit kaylan ay talagang wala siyang nagawang makabuluhan sa administrasyon ni Duterte….DAPAT SIYANG PATALSIKIN.

 

Sa nangyayari kay Aguirre, nakangiti si de Lima at sa isipan ay maaaring naglalaro ang mga katagang, “oh, ano ngayon?”…na ang tinutukoy ay si Duterte dahil sa kapalpakan ng pinagkatiwalaan niyang tao na mamuno sa isang sensitibong ahensiya, ang Department of Justice.

Dapat nang iwasan ng DOJ secretary ang pagpapa-interview palagi upang hindi makompromiso ang mga hawak nilang ebidensiya laban sa illegal drug trade sa Bilibid na nagdidiin kay de Lima. Hindi siya dapat mag-alalang isipin ng mga taong wala siyang ginagawa tungkol dito dahil mas malaking problema kung sa kasasalita niya ay may mabanggit siyang mga impormasyong hindi pala dapat ibunyag. Halimbawa ay ang sinabi niya pakikipag-ugnayan niya sa mga bangko tungkol sa mga deposito ng mga kaibigan ni de Lima, pero inamin din niya na WALA PANG EBIDENSIYA na magtuturo sa mga ito na may direktang kaugnayan kay de Lima. Bakit pa niya sinabi ito sa mga reporter na alam naman niyang madalas nagmi-misquote sa kanila at kay pangulong Duterte? Ang resulta niyan ay baka siya pa ang mademanda dahil sa pakikialam niya sa mga bank deposits ng mga tao dahil wala naman pala siyang batayan.

 

Dapat, kung may mahalaga man siyang impormasyon upang madiin si de Lima, ilabas na lang niya sa hearing upang hindi ito makapaghanda ng karampatang buwelta o depensa pagdating ng araw ng hearing. Sana ay gamitin nilang leksiyon si pangulong Duterte na habang dumadami ang mga sinasabi ay kanda-habol din sila sa pag-“explain why” o pagpapaliwanag o di kaya ay pagbawi sa mga sinasabi nito dahil ang iba ay offending at nakakaapekta sa imahe niya bilang presidente ng bansa.  Dapat isaalang-alang ni Aguirre ang kasabihang, “less talk, less mistake”.

 

Iwasan SANA ng mga cabinet officials ang animo ay pakikipag-agawan sa mikropono upang marinig ng taong bayan ang kanilang sasabihin. Ang kailangan nilang ipakita ay ang resulta na ng kanilang mga pagkilos tulad ng pagpapaayos ng trapik sa kalsada at sa mga airport na may kaugnayan sa paglapag at paglipad ng mga eroplano dahil pagdating ng bandang tanghali ay nagsisimula na ang mga pagka-delay ng mga flights at umaabot hanggang gabi.

Malinaw na ang dahilan kung bakit noon ay kapansin-pansin ang pagsisipag nina Tolentino at de Lima – ang ambisyon nilang pumasok sa pulitika. Akala ko noon, normal lang na palagi silang iniinterbyu ng media, yaon pala ay talagang sinadya nila for media mileage.

Si de Lima ay “eager beaver” o sobrang maliksi kaya plano pa lang ang mga gagawin kahit maselan o dapat ay confidential dahil hindi dapat malaman ng “kalaban”, nagpapatawag na siya ng presscon kung saan ay nagbibitaw pa ng banta na pananagutin niya ang mga tiwali. Dahil sa ginagawa niya, ang mga dapat hulihin ay nakakatakas. Ang plano niya noong pagbisita sa Bilibid Prison upang mag-inspection dahil pumutok ang bentahan ng droga ay ibinrodkast kaya pagdating niya sa “loob”, halos wala nang nadatnang ebidensiya maliban sa mga ginawang mga kubol na aircon. Wala mang resulta, natanim naman sa isip ng mga tao na aktibo siya, masipag. Dinagdagan pa ng ibang broadcasts na lalong nagpahaba ng mileage. Yun pala, may ambisyong maging senadora!

Nadulas pa sa pagsabi noon si de Lima na ipapasa niya sa papalit sa kanya ang susunod na batch ng mga may kaso na may kinalaman kay Napoles, dahil siguro sa planong pag-resign dahil sa kandidatura niya. Subalit maraming pumalag, lalo na ang mga naunang sina Bong Revilla, Jinggoy Estrada at Juan Ponce Enrile, kaya napilitan din siyang ihain na ang kaso. Ganoon pa man, marami pa ring kaso ang hindi nabigyan ng malinaw na direksiyon tulad ng SAF 44 Massacre o Mamasapano Case, at Maguindanao Massacre na kinasasangkutan ng mag-aamang Ampatuan. Takot kaya siyang sagasaan ang mga supporter ng mga Ampatuan na namamayagpag pa sa Mindanao? Mga boto din nga naman silang mabibilang kung sakali. Ngayon naman ay sumawsaw sa kaso ng Iglesia ni Cristo ganoong ang daming mahahalagang kasong nakapila!

Si Tolentino naman noon, halos araw-araw noon ay may interbyu, nagpapakita pa na nagmamando ng trapiko….lahat na ng mga gawain tungkol sa pag-ayos ng trapik ay ginawa na, kahit umuulan. Dahil sa mga nakita ng mga tao, inakalang bukod-tangi ang kanyang kasipagan, kaya may mga nagsabi pang mas magaling siya kaysa pinalitan niya. Subalit bandang huli ay hindi na nakita at nagkagulatan na lang ng malamang kasama pala siya ni Pnoy, Roxas at de Lima sa Cebu, samantalanag nagmumurahan ang mga morista at MMDA traffic constables sa Manila. Nang bumandera ang retrato ng isang Obispo na nagtatrapik, malakas ang loob ni Tolentinong mag-imbinta ng media dahil magtatrapik din daw siya! Matindi siya…maaga pa lang ay nagpapakita na ng pagka-trapo. Kung sabagay, bago siya naging Traffic Czar ay galing naman talaga siya sa larangan ng pulitika sa Tagaytay.

Walang masama sa pagkaroon ng ambisyon upang umangat sa larangan ng pulitika, subalit huwag naman sa paraang garapal…dahil nalalagay sa alanganin ang kapakanan ng sambayanan!

Pagkatapos ma-disable ng pamahalaan sina Enrile, Revilla at Estrada, sa pamamagitan ng mga patung-patong na kaso na ikinasadlak nila sa kulungan, heto si de Lima at titigil na raw sa pagsampa ng mga kaso sa iba pang mga tiwaling opisyal na nabistong mga kaalyado pala ng pangulo. Idinahilan ni de Lima ang marami pa daw niyang “priorities”kaya hindi na kaya ng schedule, lalo pa at siya ay magbibitiw na. Ganoon lang? Hindi ba mahalaga ang mga kasong may kinalaman sa pagnanakaw sa kaban ng bayan kaya nagkandahetot-hetot ang Pilipinas na lalong ikinasadlak ng mga Pilipino sa hirap at gutom?

Sa napakaagang pagkakataon ay ipinakita ni de Lima ang kanyang pagka-iresponsable bilang inaasahan sanang hepe ng isang mahalagang ahensiya na siyang aalalay sa mga Pilipino sa pakikipaglaban sa mga tiwaling opisyal upang makamit ang hustisya. Ano ang sinasabi niyang mga “priorities”?… ang pagbibiyahe upang magpakilala sa mga tao bilang isa sa mga kakandidato para sa senado? Kung yon ang dahilan, lalo siyang lumalabas na iresponsable at hindi maaasahan o mapagkakatiwalaan dahil hindi siya marunong magtimbang ng mga “priorities”.

Ang dapat sana niyang ginawa ay madaliin ang pag-file man lang mga mga kaso, upang maitala sa record ang pangalan ng mga taong sangkot at ang mga ibinibintang sa kanila ng Commission ng Audit. Kung hindi man umabot sa mga deadline dahil sa nalalapit na eleksiyon, saka na lang niya ipamana sa papalit sa kanya. Ang masama, nagpaka-obvious siya sa paghugas ng kamay dahil kaalyado ng kanyang boss ang mga taong dapat sana ay kakasuhan na.

Ang ginagawa kaya niya ay bahagi ng alituntunin ng boss niya sa pagtahak sa “tuwid na daan” daw?

Ano ba, ate Leila?…wrong ang judgment call ni Pnoy pero sasabihin mong walang kasalanan? Wrong na nga, pero walang kasalanan? Ano yon?….nahihilo na rin yata ang magaling na kalihim ng “Hustisya”. Hindi ba dahil mali ang desisyon ni Pnoy, kaya nagkaroon ng masaker….kaya dapat lang sabihing siya ay may kasalanan? Magtiwala ba naman siya sa isang suspendidong tao na malabo pa sa tubig-pusali ang kredibilidad! ANG KASALANAN NI PNOY AY RESULTA NG KANYANG PAGKAKAMALI SA PAGGAWA NG DESISYON!…..ganoon lang kasimple ang analysis – dahil mali, may kasalanan. Hindi na kailangang maging abogado, mag-Masters, mag-Doctorate o magtapos sa kung anong mga unibersidad pa upang maisip ito. Ang desisyon ni Pnoy ay galing sa sarili niyang utak, hindi sa ibang tao, kaya hindi sana siya nagtuturo pa ng iisang tao, habang nag-aabsuwelto naman ng kanyang best friend.

Wala daw “chain of command” ang PNP sabi pa ni de Lima, dahil pang-military lang ito at ang PNP ay ahensiyang sibilyan. Ilang mga respetadong tao na ang nagsabi na ang chain of command ay kapareho lang ng “flow of responsibility” na malinaw na pinapakita ng isang organizational flow chart ng lahat ng mga ahensiya o kumpanya. Malinaw na kinausap ni Pnoy si Purisima at Napeῆas, prerogative man niya man ito na sinasabi ng iba, dapat ay panagutan niya (Pnoy) kung ano ang resulta. Bakit pinipilit ni de Lima na maging “literal”, makadulot lang siya ng kalituhan? Dapat tumigil na siya sa kanyang trying hard na approach upang magpakita ng “galing” kuno.

Ang dapat gawin ni de Lima ay payuhan si Pnoy na bigkasin naman nito nang malinaw ang pangalan ni Purisima na isa sa mga may kasalanan din, tuwing magbukas siya ng mga bibig upang magsalita tungkol sa Mamasapano masaker, hindi yong si Napeῆas na lang palagi. Hindi naman tanga ang mga Pilipino upang hindi maunawaan ang mga nangyari dahil sa dami ng mga katotohanang lumulutang, salamat sa media.

Ang mali ni de Lima ay ang panggatong niya sa isyu. Tumahimik na lang sana siya, pero atat yata sa media mileage, kaya halos hindi ina-analyze ang mga sinasabi. Pinipilit na nga ng mga Pilipinong kahit papaano ay unawain si Pnoy sa ugali nito na hindi marunong mag-sorry, nanggatong na naman siya kaya lumaki na naman ang naglalagablab na galit ng mga pilit nilang lokohing mga tao. Nagdrama pa ang Malakanyang upang maawa ang mga Pilipino kay Pnoy – may sakit daw ito….wow namang strategy yan – hindi nakuha sa panloloko ang mga Pilipino, kaya dinaan nila sa kurot sa puso!!!
