Two Incidents that Made Me Have an Utmost Respect

To Governor Pax Mangudadatu of Sultan Kudarat Province

By Apolinario Villalobos

I do not know the guy personally, except as  being a well-loved governor of Sultan Kudarat based on the stories that I have heard. But two incidents that I personally encountered confirmed the stories about his benevolence and fatherly character.

During the Kalimudan Festival 2017, I attended the Rural Health Workers’ Day at the Capitol Gym after missing the Children’s Day, the day before. I needed to have something to blog about the festival that I have missed for several years. I took photos of the different groups that took turns in showing their patiently-rehearsed numbers at the center of the basketball court. On the stage was the presidential table where officials including the honorable Pax Mangudadatu were seated. Later, I sat two paces away from him and had a chance to observe him.

When lunch was served, he did not touch his food while the rest were enjoying theirs. He was looking at the Rural Workers from the different municipalities of the province, and who were occupying the bleachers and it dawned on me that he was also observing the Jollibee reps who were distributing packed lunches. After awhile, he stood up and took the microphone through which he asked the Jollibee reps to say, “please, pakibigyan ang lahat ng mga tao ng pagkain… at baka pwedeng bilisan lang…”. He did not return to his seat, until everybody had their lunch in styro box.

Just recently, I dropped by his office but found him surrounded with staff and visitors. His secretary made take a seat not far from him, so that we could immediately talk after the last staff with documents for signature would have left. What caught my attention was his softly- spoken remark to a staff who explained to him about a project that was intended for Muslims. He said, “ayaw ko ng ganyan….gusto ko para sa Christians at Muslims….hindi lang Muslims”. The staff withdrew the documents. When he noticed me, he smiled and shook my hands and before he stood up for a meeting in another room, we had a comparably lengthy talk.

For those who are not familiar with the province of Sultan Kudarat, Muslims and Christians inhabit its lowlands and the highlands are by the Lumads. The province used to be part of North Cotabato when the original Cotabato Province was divided into two – North and South. Later, North Cotabato was further divided resulting to the creation of Sultan Kudarat and Maguindanao. Isulan is the capital town of Sultan Kudarat.

The Charisma of Sultan Kudarat Gov. Pax Mangudadatu

And the Inspiring Message in His Speech During the BHW Day (November 9, 2017)

By Apolinario Villalobos

I almost missed my chance to meet Sultan Kudarat Governor, Pax Mangudadatu when my schedule on November 9 got mixed up. Had Lotlot Espinosa, not called me about my promise to join her for the Barangay Health Workers’ (BHW) Day at the Capitol Gym, I could have opted for  two other appointments. The celebration was among those lined up for the more than one month celebration of the Kalimudan Festival 2017…the 19th year.

Inside the imposing Capitol Gym, the BHWs of the different municipalities including those of Tacurong City represented by the Baras Sanctuary, were already jam-packed on the lower level of the bleachers. The groups were colorfully distinguished by the color of their t-shirts. The honorable governor was already almost halfway from finishing his speech when we entered and considered myself lucky to have caught up with his speech filled with historic details about the province. The portion of his speech that first caught my attention was his declaration of utmost GRATITUDE to the Christians for coming during the 1900’s and helped a lot in educating the indigenous inhabitants, especially, the Muslims.

He called on the Sultan Kudaratnons to be TOLERANT in view of the multi-cultured character of the populace. He was practically appealing for UNITY despite differences in religion. He unabashedly mentioned his humble beginnings, practically, struggling to be where he is now, but adding that what he is today, including the political mandates, he owed to God. He underlined his hatred of illegal drugs, thankful that the nation has Duterte as President. But what made his speech very remarkable was his emphasis on the Oneness of God, whatever He is called in various religions which practically struck me. Later, when I sat beside him at the presidential table on stage, I noticed his Masonic ring.

While those seated at the presidential table started to enjoy their lunch, the governor kept on looking around until he stood up, went to the lectern and over the microphone, asked the Jollibee representatives to see to it that everybody was given a packed lunch. I heard a story about his giving his portion of lunch to the guy seated not far from him when he noticed that he has not gotten enough on his plate. With what I have personally witnessed that lunchtime inside the gym, the story about his benevolence has been confirmed.

Before he left the building, he approached the different groups, and that was when I saw how close he is to his constituents. Despite his little more than 70 years of age, he spritely shook hands and gamely allowed himself to be photographed in their company…the sight was overwhelming! For me, he should be appropriately called, the “Bapa of the Masses” (uncle of the masses).

The smile never left his serene face which made him more close to his Rural Health Workers. While looking at him obviously enjoying their company, his soft voice as we conversed a few minutes back, lingered in my mind. I contented myself taking occasional photos and from a short distance, let ecstatic health workers/volunteers savor the special moment with him as for the others to come are for his other constituents…the elders and PWEDs, the artists, etc.

I am praying for your health, Bapa Gov Pax!…More power to you!

My Own Concept of “Sharing”

MY OWN CONCEPT OF “SHARING”

By Apolinario Villalobos

FOR THE TNTH TIME, I WOULD LIKE TO REITERATE THAT MY BLOGS ABOUT THE UNFORTUNATES ARE NOT MEANT TO BE USED AS TOOLS TO SOLICIT FUNDS. I SHARE MY PERSONAL ENCOUNTER WITH THESE PEOPLE TO LET SOME VIEWERS KNOW THAT WHAT THEY OCCASIONALLY SEE AS FLASHED ON TV SCREENS ARE TRUE. I MADE THIS CLEAR IN MY EARLIER BLOGS THAT VIEWERS ARE NOT ENCOURAGED TO SEND HELP TO ME AFTER LEARNING MY LESSON FROM RECEIVING HELP WITH STRINGS ATTACHED. THAT IS ALSO THE REASON WHY I HAVE SECOND THOUGHTS ABOUT POSTING THEM ON FACEBOOK. ON THE OTHER HAND, WHAT I ASK ARE PRAYERS FOR ME TO BE ABLE TO GO ON, AND FOR THESE PEOPLE TO GO ON WAKING UP IN THE MORNING BECAUSE THEY ENJOY LIFE DESPITE DEPRIVATIONS.

IT IS FUNNY HOW SOME PEOPLE CAN BE SKEPTIC INTO ASSUMING THAT WHAT OTHERS ARE DOING ARE IMPOSSIBLE, JUST BECAUSE THEY (SKEPTICS) CANNOT, EVEN IN THEIR WILD IMAGINATION, DO THEM AS SUCH ACTS MEAN A LOT OF SACRIFICE. THEY ALSO REFUSE TO BELIEVE THAT OUT THERE, ARE PEOPLE WHO DIRECTLY PUT INTO THEIR MOUTH MORSELS OF FOOD PICKED UP FROM TRASH. THEY THOUGHT ONLY ANIMALS DO THAT. WHAT ELSE WOULD ONE WANT TO KNOW ABOUT A FAMILY WHO KEEPS MOVING AROUND WITH THEIR PRECIOUS BELONGINGS IN A PUSHCART FOR FEAR THAT THEY WILL BE “APPREHENDED” BY SOCIAL WORKERS, BUT OCCASIONALLY STOPPING BY GARBAGE DUMPS TO PICK UP JUNKS THAT THEY CAN SELL, OR IF LUCKY ENOUGH, EATABLE MORSELS OF FOOD THAT THEY CAN STUFF DIRECTLY INTO THEIR MOUTH?

I KNOW THAT SOME PEOPLE CANNOT TAKE PHOTOS AND ESSAYS THAT FOR THEM ARE HORRENDOUS AND DEPRESSING, AS THEY CONTAIN WHAT THEY ASSUME AS “UNBELIEVABLE” PRIVATIONS. THEY ARE THEN, ADVISED TO SKIP MY BLOGS WHICH ARE ONLY MEANT FOR THOSE WHO ARE REALLY INTERESTED.

SOME PEOPLE ALSO THOUGHT THAT SHARING IS A “TREND”, A “CRAZE”.  JUST BECAUSE OTHERS ARE DOING IT, THEY MUST DO IT, TOO, TO BE “IN”. THEY MUST KNOW THAT SHARING IS A 24/7 ADVOCACY THAT KNOWS NO SEASON AND TIME. IT IS NOT JUST SHARING ON CHRISTMAS DAY JUST BECAUSE IT IS THE “BIRTHDAY” OF JESUS. IT IS NOT ABOUT SHARING JUST BECAUSE SOMEONE ASKED FOR HELP. SINCERITY IS LOST IN SHARING IF ONE WHO DOES IT NEEDS TO BE PRODDED. AND, SHARING IS NOT ABOUT GIVING BECAUSE THERE ARE CAMERAS AROUND!

SOME PEOPLE WANT TO KNOW THE MINUTEST DETAILS OF OTHER PEOPLE’S LIVES BEFORE THEY GIVE HELP AS IF WHAT THEY SEE OUTRIGHT AND ON-THE–SPOT ARE NOT ENOUGH.

IF I SHARE THE DETAILS OF WHAT I DO TO EARN THE TRUST OF THESE PEOPLE WHO HAVE BEEN EXPLOITED FOR A LONG TIME THAT THEY BECOME SUSPICIOUS EVERY TIME A STRANGER WHO TALKS TO THEM BRINGS OUT A CELLPHONE WITH CAMERA, THE STUFF WOULD NO LONGER BE A SIMPLE BLOG BUT A BOOK.

SOME VIEWERS ALSO, FORGOT THAT I DO THINGS ALONE DRIVEN BY A PERSONAL DESIRE. I AM NOT A PAID JOURNALIST NOR, DO I BELONG TO A FOUNDATION OR AN “NGO”. I SHARE SPONTANEOUSLY WHAT I CAN AFFORD BASED ON WHAT MY POCKETS CONTAIN AT THE TIME OF ENCOUNTER. HOW CAN I ASK THE FATHER OF A FAMILY ON THE SIDEWALK IF HE HAS MONEY, WHEN OBVIOUSLY, THEY HAVE NOT YET EVEN SHARED A CUP OF COFFEE TO WARM THEIR EMPTY STOMACH? SKEPTICS MIGHT ALSO BE INTERESTED TO KNOW THAT UNTIL NOW, THESE PEOPLE WHO LEARNED TO TRUST ME DO NOT KNOW MY NAME.

FOR SEVERAL DECADES THAT I HAVE BEEN SHARING WITH THE UNFORTUNATES, I ALSO HAD THE OPPORTUNITY TO KNOW THE KIND OF PEOPLE WHO AT FIRST GLANCE SEEM TO BE BENEVOLENT- THEY WHO I THOUGHT WERE SINCERE IN EXTENDING ASSISTANCE. IN TIME, THEIR TRUE COLOR BECOMES DISCERNIBLE WHEN THEY BEGIN TO GIVE ME INSTRUCTIONS ON HOW I SHOULD DO MY RANDOM ACTS, EVEN TO THE POINT OF IMPLYING THAT “PERHAPS, SOME OF THE UNFORTUNATES REALLY DO NOT NEED HELP”.

Rose

Rose

Mayroon man siyang kinikimkim

A Remarkable Guy, named Ed Guatelara

A Remarkable Guy,

named Ed Guatelara

by Apolinario Villalobos

Almost everybody who worked with Philippine Airlines until the mid-90’s knew Ed Guatelara. Aside from being the Manager of the Standards and Coordination Division (SCD) of the Marketing and Sales-Philippines Department (MSP), he was also the Director of the PAL Employees and Savings Association, Inc. (PESALA) for several years. Just like the rest of PAL executives who were well-rounded, he also held the position of Manager – Manila Domestic Airport Operation, and during the time of his retirement, as Consultant for the operation of PAL flights at the Subic International Airport. Most called him “Guate”, but the younger beneficiaries of his benevolence, called him “Manong Ed”. He was a big brother, literally, at 6’ flat height, which earned him a slot in the first basketball team of the airline, and later in lawn tennis.

His remarkability goes beyond his jobs in Philippine Airlines. PAL employees assigned in provincial stations do not tire of sharing how they were accommodated in his sparsely furnished apartment, during their sojourn in Manila to attend recurrent trainings and meetings. Simple meals were shared with them – whatever were on hand. Some of those who were unfortunate to be short of cash, were blessed with whatever amount he could afford, without any desire from him of being paid back.

Employees who were in dire need of cash, but were no longer qualified to renew PESALA loans were given guarantee by Ed Guatelara. Some would recall how they were able to get substantial loan, with his guarantee, from the cooperative, and which they used as down payment for their housing loan. His Volkswagen (Beetle), became ambulance for colleagues who were brought to the hospital in so short notice.

But he was not free from financial problem, too, just like the rest who depended on the 15th and 30th days wage for subsistence. Others just did not know about it, because he knew how to camouflage his worries with his sunshiny smile, typical of a Negrense. He hailed from Villadolid, Negros Occidental. During his youth, he was a dead ringer of Jun Aristorenas, with his thick, but constantly trimmed moustache, as shown by early photos. He was the guy who did not have the heart to say “no” to any request, official or personal, for as long as they are within his capacity. Alibi is not part of his language.

As Supervisor, and later, Manager of the SCD, he spearheaded the team that practically, laid down the foundation for a systematic operation of Philippine Airlines. Policies based on actual operational situations in Manila and provincial stations were discussed and refined by his team with appropriate support from the Cargo Division, Market Planning Division, Area Offices and outlying stations from where, select personnel were plucked to contribute bright ideas to the operations “Bible” of PAL (a separate blog will be devoted to these unsung brains of PAL).

Out of the collated ideas, two manuals were made – Station Operations Manual and Marketing and Sales Operations Manual. These manuals later on, became the prototype of smaller airlines in coming with their own, and joined the industry, in augmenting PAL’s effort to accommodate the overwhelming surge of tourists from abroad, as well as, the local travelers who began to appreciate the advantage and comfort of air travel, thanks to the flag carrier’s unceasing campaign to drum up air travel since its operation after the WWII.

Guate, just like the rest of the members of the PAL family, now sits back and happily reminisce the happy days he spent in PAL.
