The Monstrous Problem of Manila’s Metro Rail Transit (MRT)

The seemingly regular occurrence of crack, though, hairline in some portions of the MRT should have given a clear signal to the management that there is something wrong with the quality of the steel rails. Several years ago, China was prominently put in the limelight when inferior steel bars from the mainland that were supposed to be delivered to the provinces were intercepted. The locals dubbed them as fake steel which was not true, although, just of low-grade quality – inferior. Accordingly, they were sent back, but many are alleging that some are still stashed away in warehouses and being sold liberally. Steel is graded according to its quality that would suit its purpose, as well as, ability to withstand stress, and the grade must be compatible with the kind of welding rod to be used.

 

There is a question now, as to whether quality control has been observed in checking  the delivered steel bars of MRT or not, knowing how the tolerant culture of Filipinos is oftentimes observed in many projects, that has got to do with the “ pwede na” or “sige na lang” attitude.  In fact, when the new trains have been delivered, another problem came out, that of compatibility with the towing capability of the engine. The questionable quality of the steel rails has compounded the poorly-maintained elevators, escalators, and toilet facilities…making the MRT one of the monster problems of the Aquino administrations due to lackadaisical attitude of his supposedly trusted people.

 

Many are wondering why the Light Rail Transit which was built during the Marcos administration seldom encounters frequent problem on the cracked rails. Has it got to do with corruption? There is a general impression today, that corruption during the time of Marcos was stringently “controlled”, unlike the presence of such repugnant practice in practically, all levels of transaction today.

Lahat ng gumagamit ng kalye ay dapat disiplinado, subalit dahil sa kawalan ng tiyaga, at ugaling palusot ng karamihan sa mga Pilipino, maya’t maya na lang ang mga napapabalitang disgrasya – nabundol na pedestrian, bumaligtad na sasakyan, nagbanggaang mga kotse o trak, nabanggang motorsiklo, at ang pinakamatindi ay bugubugan o patayan ng ayaw magbigayang driver…pati ang alagad ng batas na nagpapatupad ng mga patakaran ay sinasapok din ng mga mayayabang na driver. Sa panig naman ng mga nagpapatupad, nandiyang sila ay pinaparatangang nangongotong!

 

Ang problema naman kasi sa mga gumagawa ng plano ng kalye ay hindi iniisip ang kanilang ginagawa. Ang mga pedestrian overpass ay napakalayo sa mga nakasanayan nang babaan ng mga tao, kaya kaysa mag-overpass pa na kalahating kilometro ang layo sa isang waiting shed, nagbabakasakali na lang ang mga apuradong mananawid sa animo ay pakikipag-patintero sa mga motorista habang tumatawid sa kalsada. Noong panahon ni Cory Aquino ay nagsulputang parang kabute ang mga waiting shed na halatang pinagkitaan ng mga tiwaling kongresista at senador dahil ang karamihan sa mga pahingahang ito ay nagkakahalaga ng isang milyon.  Kung saan saan na lang sila inilagay, basta maibalandra lang ang pangalan ng mga tiwaling opisyal na ito na nag-donate daw, ganoong pera ng bayang pinagkurakutan naman ang malinaw na ginamit . Makaraan ang ilang taon, pinagbawal na ang pag-abang ng mga sasakyan sa mga overpass na ito at wala man lang directional sign kung saan dapat mag-abang ang mga pasahero. Na-expose pa sila sa init at ulan…samantalang ang mga korap na mga kumitang opisyal ay abot-tenga ang ngisi dahil sa laki ng mga nakurakot.

 

Sa panahon ngayon, nauso ang paggamit ng motorsiklo, kaya nagpasiklab ang noon ay pinuno ng MMDA na si Tolentino sa pagtalaga ng mga “motorcycle lanes” sa iilang lugar. Subalit dahil matigas ang ulo ng mga nagmamaneho ng mga motosiklo ay hindi rin ito nasunod dahil tuloy pa rin ang animo ay ahas na palusot-lusot nila sa trapiko. Bandang huli, ang mga lanes na ito ay nawala. Naglagay din ng yellow lane para sa mga pampasaherong bus, subalit dahil ayaw pumila ng karamihan ng mga bus driver na nag-uunahan sa pagdampot ng pasahero ay hindi rin ito nasunod. Maliit lang din ang multa kaya malakas ang loob ng mga bus driver na sumuway.

 

Naglagay ng mga plastic barrier sa mga main road tulad ng EDSA, at tulad ng dapat asahan, dahil sa ugali ng karamihan sa mga Pilipino na reklamador, ay tila nabuhusan ng malamig na tubig ang proyekto. Ang matindi pa, tinatanggal ng mga sira- ulong motorista ang mga barrier kung walang traffic enforcer na nagbabantay lalo na sa dis-oras ng gabi. Ganito rin ang nangyari sa pagsara ng ibang U-turn slots upang tumuloy-tuloy sana ang takbo ng mga sasakyan at upang mapigilang makasagabal ang mga lumilikong sasakyan sa daloy ng trapiko. Inereklamo ito ng mga motoristang nagmamadali at ang gusto ay mag U-turn agad sa unang butas na makikita.

 

Malinaw na kahit anong batas –trapiko ay hindi maipapatupad ng maayos sa Pilipinas, maliban na lang sa loob ng Subic Business and Commercial Center na dating US base sa Olongapo. Ang napapansin pa ay may mga Pilipino na kahit nangungupahan lang ng kuwarto ay may sariling kotse, kaya ang ginagamit nilang garahe ay kalye. Yong mga nakatira sa subdivision na “row housing” ang tinitirhan na walang garahe ay ganoon din ang siste – sa kalsada ang paradahan kaya ang masikip na kalyeng pinagpipilitang two-way ay naging one-way. Yong mga nasa subdivision pa rin nakatira subalit sa “single detached” na bahay nakatira o simpleng bungalow kaya may garahe pero para sa iisang sasakyan lang, ay gumagamit din ng kalye para sa pangalawa at pangatlong sasakyan na nakuha sa hulugan nang napakamura. Sa halagang thirty thousand pesos kasi ay may pang-down payment na at ang buwanang hulog ay ten thousand lang, kaya maski call center agent o ordinaryong empleyado ay kaya nang bumili ng kotse.

 

May panukala noon pa mang panahon ni Marcos tungkol sa pag-kontrol ng pagbili ng mga sasakyan subalit hindi na ito naipapatupad ng maayos. At may mga batas ding ginawa para sa mga paggamit ng motorsiklo, subalit ganoon din ang nangyayari – walang maayos na pagpapatupad.

 

Ang tanong ko….yon nga lang simpleng non-smoking sa mga public transportation lalo na sa mga jeepney ay hindi tinutupad ng mga driver at pasahero, at lalong hindi naipapatupad ng mga pulis-trapiko, ang mga patakaran pa kaya upang lumuwag ang trapiko at maiwasan ang mga sakuna? ….only in the Philippines yan!

Ilang buwan pa lang ang nakararaan, laglag-bala ang mainit na isyu. Ang mahigpit na pag-kontrol sa mga airport upang maiwasan ang pagpuslit ng mga deadly ammunition ay okey na sana subalit nasilipan ng butas ng ilang tiwali sa airport dahil sa paniniwala ng mga Pilipino sa bala bilang agimat. Dahil sa katiwalian na iyan, maraming tanga at may matigas na ulong Pilipino ang nawalan ng trabaho sa ibang bansa dahil napigilan sa pagsakay sa eroplano dahil lamang sa iisang balang nakita sa kanilang bagahe. Maraming tangang Pilipino ang umaming nagdadala talaga ng bala sa abroad upang pananggalang daw nila laban sa pag-aabuso ng employer. May mga natanggal na ring mga inspector ng bagahe dahil kahit obvious na talagang walang laman ang bala dahil ang tinuturing na agimat lang talaga ay ang tansong basyo, pinagpipilitan pa rin na “deadly ammunition” daw ito. Bakit nga naman nila palalampasin ang pagkakataon ganoong, ang “pakiusapan” ay may presyong mula 2 thousand hanggang 8 thousand pesos???!!!

 

Sa pinakapangit na airport pa rin sa buong mundo, ayon sa survey – ang Manila International Airport Terminal 3, laglag-kisame naman ang isyu. May nasugatan, banyagang turista pa, mabuti na lang at hindi nasaktan ang kanyang asawang Pilipina at anak. Nag-apologize ang manager ng airport subalit hindi pa rin ito sapat. Bago nangyari ang paglaglag ng kisame sa coffee shop, ay nagkaroon na rin ng laglagan bago pa man binuksan para sa operasyon ang Terminal 3, at nang nag-ooperate na, nagkalaglagan pa rin ng dalawang beses. Ibig sabihin, ang diperensiya ay ang mahinang “original” na kisame o suporta nito, kaya siguradong ang bagong kisameng ikakabit ay madadamay. “It’s more fun in the Philippines” pa rin kaya ang sasabihin ng pinakahuling nasaktan na turista?

 

Nilaglag ni Aquino si Purisima kung kaylan sobra na ang alingasaw ng amoy ng “teamwork” nila. Nilaglag din ng administrasyon si Vitangcol ang sinasabing palpak at nangurakot sa mga deals at management ng MRT, pero under investigation, as usual, at pinagduduhan pa . Latest kay Vitangcol: humihingi ng tulong sa PAO para bigyan ng libreng abogado! Ang kakapalan nga naman ng mukha kung umiral! Yan ang problema sa mga tauhan ni Pnoy, ginagawang tanga ang mga Pilipino….gusto ba namang magkaroon ng abogadong ang nagpapasuweldo ay taong bayan na sinasabing niloko niya! Walang delikadesa!

 

May mga laglagan na rin sa pulitika bago sumapit ang election 2016. Nilaglag ni Pnoy Aquino si Mar Roxas nang i-veto niya ang batas para sa dagdag na 2 libo sa pension ng mg SSS retirees. Sa mga hindi nakakahalata, binago ni Roxas ang kanyang political ad dahil sinimplehan lang, walang music background, at ang dialogue tungkol sa tuwid na daan ay dinugtungan niya ng “pupunuan ko kung may kakulangan, iwawasto ang mali, at hindi ako nagnakaw….”. Malinaw na patutsada kay Pnoy na mula’t sapul ay walang bilib sa kanya. Nilaglag din daw ni Escudero si Grace Poe subalit deny to death naman siya sa isang interview…pero truthful ba siya?

At dawn, from his humble home in Caloocan

He diligently pedals his way to Luneta

The same he does when he goes home at night

But all these he does with unpretentious delight.

 

In Luneta, for years, he worked as kutsero

Guiding his tame horse, he fondly calls Rapido

Both of them braving the rain and searing sun

Even  pangs of hunger as best as they can.

 

A typical Filipino, this guy – Jaime Mayor

For earning honestly, he could not ask for more

With perpetual smile on his sun-burned face

He and Rapido, in Luneta, strollers can’t miss.

 

One day, his honesty was put to a test

When a purse was left behind by a tourist

Whom he pursued just before she was gone

And who was amazed by such an honest man.

 

Tightly he was hugged and praised to heavens

In a language that sounded strange to him

But just the same, these he took in stride

Though, his appreciation, he could not hide.

 

He said, he is proud to be a Filipino

And proud that he lives in a beautiful country

His modest knowledge of English, then…

Is always ended with –

“It’s more fun to be in the Philippines”!

(Jaime Mayor is a driver (kutsero) of a horse-driven rig (kalesa) in Luneta (Rizal Park) of Manila. His average daily earning is Php200.00. This is carefully budgeted to suffice for the needs of his wife and four children. One day he drove around the park, four French ladies, one of whom left her purse in the back seat of the rig. After finding it, he took time in looking for the group. The ladies were surprised as they were not aware that one of them left her purse in the rig. The amazed owner of the purse gave him a tight hug. On September 13, 2012, the Rizal Park administration gave him a plaque of appreciation.

 

After three years, I finally met Jaime Mayor. On December 27, 2015, a Sunday, while I was gathering materials for blogging, I happened to talk to a rig driver if he knew Mr. Mayor. He nonchalantly pointed to the rig that just passed by. I practically ran after the rig up to its unloading station where he obliged some photo opportunities.

 

Mr. Mayor is among the rig drivers of Castillan Carriage and Tour Sevices which is based at Fort Santiago. According to Mr. Herson Magtalas, Checker/Operations Coordinator of the said agency, despite the popularity of Mr. Mayor, he remained humble as the nationwide recognition given him did not affect him a bit. He is still the same guy whom they knew – unassuming, hardworking and a man of few words. Mr. Magtalas added that the former Department of Tourism, Mr. Gordon gave him profuse praises, and the same recognition was followed by other government officials. He was also given a spot in a commercial, the earning from which helped his family a lot.)

The difference between “blogging” and “contributing” is that while the former gets published in the web of the information technology, the latter gets printed on papers. However, their common denominator is the “purpose” which is to “share”…a risky endeavor, especially, if what are shared concern politics, corruption, and religion. The risk is on losing one’s life, kinsfolks, and longtime friends.

In our province, Marlene Garcia Esperat, a courageous mediaperson lost her life when she exposed anomalous transactions in a government agency. The obviously hired killer had the gall to enter her house and pumped bullets into her head, to make sure that she was disabled for life. That’s one risk, made real – losing one’s life. Similar stories get splashed on pages of tabloids and broadsheets that many people do not take seriously, as they are perceived to be just ordinary incidents akin to road accidents and apprehension of drug pushers.

Bloggers cannot limit themselves with shares about fashion, literary, foods, travel, photography, etc. Sometimes they have to touch on controversial matters, such as politics that include corruption, and religion.  Blogs on these topics may affect the bloggers’ sensitive relatives and friends. Bloggers, therefore, wonder why, all of a sudden, some relatives and friends shy away from them. Some find themselves ignored by friends and buddies since grade school, as well as beloved relatives.

This unfortunate reality is happening to all bloggers. I found this out when I attended a small gathering of bloggers, during which blogging updates were passed around. Two bloggers shared that their sites were hacked, and another started getting threats via facebook messages when he uploaded blogs shared from other sites, about a controversial politician from their province in the north. Expectedly, the sender uses a fictitious personality.

Bloggers are just human instruments of the information technology, so that what they do should not be taken against them. A lot of sacrifice is made, aside from exhaustive effort in coming up with blogs, not to mention the precious time spent and money saved from scrimping on other necessities. Some bloggers earn, but most do not…as they bring out ideas, mainly due to their ardent love for writing and sharing.

The arrogance of the Philippine government is such that it does not think twice before offering the country as host to an international event despite inadequacies that made up reports about its progress and speeches cannot hide.

The latest issue on the attempted hosting is the failed bid of the country for the FIBA tournament which China got hands down. Not even a Manny Pacquiao or a Lou Diamond Philip was able to help sway the decision of the panel in favor of the Philippines, the wooing strategy of which was pitifully hinged on the Filipinos’ traits, hospitality, tourist attractions. China simply showed the hi-tech airport, venues and absence of traffic. So without much ado, China got it!

The Philippine government must accept the fact that the country has many inadequacies though they cannot stop us from being proud as Filipinos for having beautiful beaches and other tourist attractions. But progress is not just about having beautiful countryside, caves, mountains, etc. We should stop pretending that we are on the same level with China, Japan, and even our neighboring Southeast Asian countries. I am just being honest. We should acknowledge our inadequacies and work on how they can be transformed into plus factors. Unfortunately, the government is so corrupt that even if the people are willing to do their share, their effort becomes futile.

Of what use is hosting international events, if majority of the population is wallowing in almost all kinds of misery? How can we be proud of the crowded premier airports of Manila? How can we be proud of the slums that the tourists see along the way to their hotels from the airport? How can we be proud of the perpetual traffic along all thoroughfares of Manila and even major cities of the country? How can we be proud of the shameful and antiquated mass transit systems? How can we be proud of the opportunistic taxi drivers at the airport terminals of Manila? How can we be proud of the waterways that overflow with garbage resulting to floods even during a short rainfall? How can the Filipinos be proud of their government’s habit to borrow money and spend some of it in hosting international events, instead of their basic needs?

The government should stop this kind of arrogance as it just emphasizes the sickening corruption that eats up its system! It must wake up from daydreaming and bravely face the hurting reality! Hosting international “lively” events cannot hide its failures if that is its objective.

Only aahs and oohs, I say nothing more

As the searing sun, I patiently endure.

The world is my home, it’s where I belong

I let no oceans and seas hinder me, there are ships

I let no great distance distress me, there are airplanes

I let no meager funds discourage me, I can scrimp

I let no insufficient language daunt me, I can make signs

I let no difference in culture deter me, I can learn

Due to the unbecoming effort of the Philippines to become a prime tourist destination in Asia, it disregarded one important factor in this kind of industry – control of infrastructure. One glaring ruthless result of this is the virtual “rape” of Boracay Island. The tiny island fringed with white sand beaches is now suffering from the onslaught of the uncontrolled rise of 5-star hotels and resorts that resulted to the pollution of its water due to overflowing septic tanks. The once pristine and clear waters are now covered with layers of muck and algae.

What happened to Boracay can happen to any other touristic destinations around the country. The problem lies in the failure of the Department of Tourism to spearhead and advocate eco-tourism which is what the Philippines, as a third-world country, needs. The people behind the desks in the offices of the agency seem to have forgotten that not all tourists require luxurious hotels and resorts. These people thought that for a destination to be attractive, it must have 5-star luxurious facilities, that is why, they keep on encouraging investors to put these up in prospective and thriving destinations.

During the 70’s, “backyard tourism”, the precursor of “eco-tourism” has been advocated, primarily, by Philippine Airlines in cooperation with travel agents and the earlier eco-oriented personnel of the Department of Tourism. The idea was to give the opportunity of managing the needs of the tourists to the locals. In line with this, establishment of comfortable facilities, not the type of multi-storied hotels and expensive resorts, were encouraged. The backyard tourism was conceptualized to preserve the exemplar setting of the destination, thereby, preventing the drastic alteration of its landscape. Also, the locals are given the chance to show what the real Filipino hospitality is like. But those former people of the agency are gone, supplanted by another set of personnel with a different outlook.

With agriculture gone because of the once rice fields giving way to malls and condo buildings, slumping fishing due to the problem with China in the West Philippine Sea, denuding of forests due to careless logging, and exhaustion of mineral deposits due to incessant ventures of foreign stake holders, the only hope left is with tourism…but at the rate another form of abuse is going, the Philippines will be finally left with nothing else that can be seriously called “industry”, and which Filipinos can be proud of.

Man has for long, exploited the earth’s fossil residues – oil, coal, and natural gas. As estimated by experts, their years are numbered, so that there is a scramble now in finding ways to utilize the sources of renewable energy, such as water, wind, and sun. Even motion will eventually be harnessed for this purpose, as it has been used successfully in small gadgets like flashlight and wristwatch. Many years from now, the battery with different capacity for storage, forms and sizes shall take the center stage in this endeavor. As of now, there are efforts being exerted to make the battery with stored solar energy as an acceptable option, but unfortunately, with few takers.

Moving contraptions such as cars, ships, aircrafts, etc. may later be operated by batteries that shall store energy from wind and motion, as the one from the sun is being used now, though, on a small scale. Homes may utilize batteries that shall store energy from the sun and wind. The batteries for cellphones and cameras may be recharged by motion and body heat. Such batteries may form part of the gadget’s structure, hence, cannot be detached for replacement.

Nature cannot take so much abuse such as denuding of forests, unscrupulous mining, slash and burn farming, fishing with the use of poison, dynamites, and fine meshed trawls. It yields to such onslaught by way of floods, erosions, landslides, and depletion of marine life. With its loss of balance, deprivations, especially, hunger shall definitely get worst.

In this view, time will come that even leaves of trees may be made edible through a meticulous process in which, their fibers shall be softened and flavored to make them palatable. So there may come a time when future generations shall be munching biscuits made from coconut leaves or fill their sandwich with jam made from grape leaves or delight in crunchies made from twigs and tree barks, or wafers made from wood shavings and dust. Practically, the whole tree may become edible! We are leading to that, as in virtual preparation, we are partaking today of “ground” or “powdered” cinnamon bark and other “woody” spices, even powdered roots as herbal drug.

With high-tech process, even poisonous fruits may already be safe to eat, after their deadly substance has been removed. It should be noted that some of the drugs that are used today come from poisonous plants, such as the “tuba-tuba” that yields castor oil. Some poisonous tubers become safe to eat after having been soaked in the running water of river for several days. Further to this, antidotes against some poison come from the same source such as cobra. Even the potent poisonous saliva of komodo lizard is being developed as a powerful drug.

The crossbreeding of vegetables to make them resistant to long drought and flood are being done now. In this regard, new varieties of rice and corn are being developed for the aforementioned situations. Presently, genetically-modified vegetables with remarkable increase in size and slight change in appearance and taste are already in the market, although, opposed by the conservatives who fear their effect to the human genes. But how can that be, when genes of animals are already used today in therapies to prolong the life of man?

Insects as part of exotic cuisine are becoming a fad in many countries. So, now there are pizzas topped with crickets and grasshoppers, sandwiches filled with wormburger, jellies made from giant black ants, baby scorpions as appetizer, etc. Even some kind of starfish may be made into crunchy barbecues. To avert extreme hunger, all kinds of insects may eventually find their way to the dining table. Even crocodile and elephant skin as with all other animals may become crunchy snacks, just like the water buffalo and pig skin which in the Philippines is called “chicharon”.

Subdivision and condo developers may be required in the future to have recycling facilities to make their projects self-sufficient in water. They may also be required to install facilities for the harnessing of sources of renewable energy. The same requirements may also be imposed on factories, commercial buildings and supermarkets, as well as, restaurants. The keyword here is “require”, because to date, what prevails is just the option.

In many years to come, homes, entire subdivisions, and clustered villages may be covered with protective green fiberglass to minimize the deadly effect of long exposure to sun rays. New cities may be developed in this manner. High-end and exclusive subdivisions may even be totally covered to protect the occupants from the excessive polluted air. Such green cover may eventually become part of political promises for a healthy and better life during electoral campaigns. Governments may set aside budgets for this, too.

Though morbid as it may sound, some remote villages in poor countries may revive the practice of cannibalism due to extreme poverty, though, discreetly this time. As a last resort, warring neighboring states may forget their differences and instead, merge to pool their effort in fighting hunger. Water may become the most important and expensive commodity on earth, more expensive than life, as in some remote villages, parents may trade their children for jugs of water. This is actually done now, though indirectly, through adoption of children by foreigners, whereby, parents of adopted children are given monetary consolation.

Politics may be replaced by religion as a driving force and unifying factor of humanity. The struggle could be between the united Islamic States and progressive Christians which had ever been since the Biblical time. It should be noted that politics came into the picture only centuries later, with the spread of the Greek philosophies that somehow classified the different schools of thought. The classification that eventually defined the different thoughts gave man an option to deviate from the path laid down by Godly faith.

Finally, because both Islam and Christianity are God-centered, eventually, they may reach a compromise which shall mark another stage of man’s struggle for survival…the beginning of a new cycle of life on earth.

The problem with the Department of Tourism is that, while it promotes touristic destinations in the countryside, it forgot Manila which is supposed to be the gateway. The agency is proud of the oceanic theme park at the back of the Luneta grandstand and also the “dancing fountain”. But those can be found anywhere as they have become ordinary fixtures of parks, with some provinces even having more picturesque and enticing dancing fountains. The tourism people seem blind to the shabby scenes from the airport terminals that surely catch the eyes of incoming tourists on their way to their hotels along Roxas Boulevard and Makati Business Center.

From the Terminal 1 and 2 for instance, what catch the eyes are big bill boards and ramshackle shanties of barangay Pildera. The patroness of air voyage looks forlorn with the neglected shrubs at the base of its pedestal. Trees that line the street are untrimmed. Pieces of garbage dot the ground with wilting grass due to neglect. From Terminal 3, the same monotonous view greets the visitors as they drive down Andrews Avenue toward Baclaran and Tramo. From terminal 4, the short distance to Airport Road of Baclaran is worst, especially, as one exits towards Roxas Boulevard, with both sides of the street lined with run-down beerhouses.

The clusters of modern edifices that are filling the reclaimed Manila bay are being developed by owners of the business establishments, themselves who are mostly foreigners. In this regard, the Department of Tourism has no right to claim the credit for the fast transition of the once grassy reclaimed land.

Intramuros at the northwest terminus of Roxas Boulevard is supposed to be the historical showcase of the city, together with Liwasang Bonifacio or Lawton Plaza. Unfortunately, both are awful disappointments. What makes Intramuros interesting a bit, are just the presence of Manila Cathedral, San Agustin Church, and some of its streets lined with old houses that are not even refurbished to improve their antiquated facades. What worsen the disappointing landmark are the filthy skeletons of neglected government buildings and stinking nooks of the once formidable walls and their imposing bastions.

Liwasang Bonifacio’s conspicuous landmarks are the Post Office Building and the fountain behind the statue of Andres Bonifacio. But the grounds are always littered with refuse. The public toilet is perpetually closed and has become the abode of vagrants. The police precinct under the flyover lacks decency in appearance, though, fairly clean. The vacant lots have become dumping grounds for practically everything. The once glorified Metropolitan Theater because of its exquisite beauty is now an eyesore. Entrances and exits to the underpasses are lorded over by vagrants and rugby-sniffing street urchins. Ironically, the Manila City Hall, is just several meters away!

Several years ago, a foreign student blogged the dirty public toilets that stink due to the absence of water, with cracked and grimy tiles, lack of tissue paper, doors without lock, and lack of lighting fixtures. Instead of being thankful, the government reacted negatively, threatening the poor student with deportation unless he apologized publicly which he did, when all he wanted was just to call the attention of the negligent government agencies, particularly the Department of Tourism and concerned local government units.

And now, the Department of Tourism (DOT) is located in a busy section of Makati, and housed in a building – far from the people that it is supposed to assist. Its location can be accessed with much difficulty due to heavy traffic along the way. The agency should have made use of common sense in relocating itself within the “tourist belt” to serve its purpose with propriety. If the DOT is renting and how much, I dare not say more…
