Ilang buwan pa lang ang nakararaan, laglag-bala ang mainit na isyu. Ang mahigpit na pag-kontrol sa mga airport upang maiwasan ang pagpuslit ng mga deadly ammunition ay okey na sana subalit nasilipan ng butas ng ilang tiwali sa airport dahil sa paniniwala ng mga Pilipino sa bala bilang agimat. Dahil sa katiwalian na iyan, maraming tanga at may matigas na ulong Pilipino ang nawalan ng trabaho sa ibang bansa dahil napigilan sa pagsakay sa eroplano dahil lamang sa iisang balang nakita sa kanilang bagahe. Maraming tangang Pilipino ang umaming nagdadala talaga ng bala sa abroad upang pananggalang daw nila laban sa pag-aabuso ng employer. May mga natanggal na ring mga inspector ng bagahe dahil kahit obvious na talagang walang laman ang bala dahil ang tinuturing na agimat lang talaga ay ang tansong basyo, pinagpipilitan pa rin na “deadly ammunition” daw ito. Bakit nga naman nila palalampasin ang pagkakataon ganoong, ang “pakiusapan” ay may presyong mula 2 thousand hanggang 8 thousand pesos???!!!

 

Sa pinakapangit na airport pa rin sa buong mundo, ayon sa survey – ang Manila International Airport Terminal 3, laglag-kisame naman ang isyu. May nasugatan, banyagang turista pa, mabuti na lang at hindi nasaktan ang kanyang asawang Pilipina at anak. Nag-apologize ang manager ng airport subalit hindi pa rin ito sapat. Bago nangyari ang paglaglag ng kisame sa coffee shop, ay nagkaroon na rin ng laglagan bago pa man binuksan para sa operasyon ang Terminal 3, at nang nag-ooperate na, nagkalaglagan pa rin ng dalawang beses. Ibig sabihin, ang diperensiya ay ang mahinang “original” na kisame o suporta nito, kaya siguradong ang bagong kisameng ikakabit ay madadamay. “It’s more fun in the Philippines” pa rin kaya ang sasabihin ng pinakahuling nasaktan na turista?

 

Nilaglag ni Aquino si Purisima kung kaylan sobra na ang alingasaw ng amoy ng “teamwork” nila. Nilaglag din ng administrasyon si Vitangcol ang sinasabing palpak at nangurakot sa mga deals at management ng MRT, pero under investigation, as usual, at pinagduduhan pa . Latest kay Vitangcol: humihingi ng tulong sa PAO para bigyan ng libreng abogado! Ang kakapalan nga naman ng mukha kung umiral! Yan ang problema sa mga tauhan ni Pnoy, ginagawang tanga ang mga Pilipino….gusto ba namang magkaroon ng abogadong ang nagpapasuweldo ay taong bayan na sinasabing niloko niya! Walang delikadesa!

 

May mga laglagan na rin sa pulitika bago sumapit ang election 2016. Nilaglag ni Pnoy Aquino si Mar Roxas nang i-veto niya ang batas para sa dagdag na 2 libo sa pension ng mg SSS retirees. Sa mga hindi nakakahalata, binago ni Roxas ang kanyang political ad dahil sinimplehan lang, walang music background, at ang dialogue tungkol sa tuwid na daan ay dinugtungan niya ng “pupunuan ko kung may kakulangan, iwawasto ang mali, at hindi ako nagnakaw….”. Malinaw na patutsada kay Pnoy na mula’t sapul ay walang bilib sa kanya. Nilaglag din daw ni Escudero si Grace Poe subalit deny to death naman siya sa isang interview…pero truthful ba siya?

When I took the LRT to Sta. Cruz on the morning of January 10, 2016, I noticed that the driver was not making announcements about precautions and as we were approaching stations as part of their standard operating procedure. Instead of the announcement via the PA system, the security guard on board was making the announcement to the highest level of his voice that he could muster. I presumed the driver was not in the mood or just plain lazy, until I finally drew enough courage to ask the security guard why it was so. He told me that the PA system of the train I have taken was kaput…broken…wrecked, defunct – for several days.

 

While the LRT management may treat such breakdown a trivial matter, for the commuters, especially, those who are new in Manila, it is not. The announcement being made as the train approaches each station is an important information for the local and foreign visitors who are taking the “risk” of riding the LRT train despite the discouraging forewarnings from the media about its frequent breakdown. Without the announcement, those who are not familiar with the stations along the route must crane their neck to have a glimpse of the station signboard or ask other passengers, otherwise, they might overshoot their destination.

 

The joke today is that, if one plans to take the LRT or its “sister train of anguish”, the MRT, he or she must have an “allowance” of at least two hours. The two hours are for the trek along the rails to the nearest station when the train suddenly comes to a grinding stop….yes, grinding because of the frightening “metal to metal” screeching sound of the wheels. When there’s a downpour, pity are those without umbrella. When the sun is generous with its scorching rays, pity are those without the same contraption for shade.

 

The elevators are still out of order. The escalators are still resting. The toilets are still padlocked, except for one or two. But, fortunately, the employees are doing their best to be nice with their ever ready smile and uncomplaining stance even when four or five passengers one after another pay in crispy one thousand peso bill. These are the people in the lower rung of operation who are trying make up for the handicaps of the LRT system. Meanwhile, those at the top, including the DOTC secretary, Emilio Abaya, are so embarrassingly naïve to the situation that noisy calls for their resignation fall to deaf ears….theirs and those of the president of the nation, Benigno S. Aquino III.

Although, one of the Ten Commandments says that the Sabbath should be considered as a day of rest, what I understand is that it refers to the people, because such day should be devoted only for worship. The Roman Catholic Church even changed this to the pagan day worship of the sun – Sunday. Anyway,  what I understand is that the said commandment does not refer to God, as He is supposed to be everywhere every time of the day. To put it bluntly, this is about some Roman Catholic parish offices being closed on Saturday, the original Sabbath. Are the non-secular parish priests who are running most of the parishes emulating the ways of the Pharisees….the so-called hypocrites of the Old Testament? If this is so, these Roman Catholic priests might as well take off their priestly garb and join a Christian sect that is literally following the Old Testament to the letter!

 

If these hypocrite Roman Catholic parish priests would like to give their lay staff a day off, why not come up with a rotated schedule so that for all days of the week, at least one of them is left in the office? If the regular parish priest would like to go on a day off which is unbecoming, why not request a “roving priest” to take over for at least one day, as all of them are supposed to be helping each other for the sake of the “Christian flock”?

 

Here is a classic story: In a southern parish, the family of a departed kin requested their parish priest for a Requiem Mass for their loved one. The requested day was Saturday so that relatives who have absented themselves from work could go back home the following day, a Sunday, in time for their return to work still the following day, a Monday. Unfortunately, there was a vehement rejection because the parish office was closed as scheduled…no staff to attend to the bereaved family, although, the church would be open.  Not even the suggestion of the family that they will find another priest to officiate the Mass could move the parish priest to change his decision. Sunday is not allowed for requiem Mass, so that was out as a solution to the problem. At the end, the arrogance of the parish priest prevailed as the schedule was moved two days later to Monday which means, the visiting relatives would be able to report back to work on Wednesday or Thursday, practically missing several days of precious daily earnings!

 

By the way, hubs of air travel operations in any country has no day off, the police has no day off, the hospital staff has no day off, even the mall staff has no day off, etc. How come, the parish office of the Roman Catholic Church whose reputation is deteriorating every hour of the day cannot open its door to the so-called “Roman Catholic flock”, in an effort to counter the negative impression that is mounting every day? Is it the way of the parish priest in “helping” the seemingly helpless new pope? Or is the parish priest acting like a crab?

 

The parish priest in question who I was told was newly- assigned in the area has a record of arrogance, and he would like to show to the already restless parishioners that he is the “authority”. Obviously, he has a problem with psychological insecurities. He even allegedly fired parish lay personnel who have spent more than twenty of their precious years serving the church. He is making decisions left and right without proper consultation with the Pastoral Council as a whole, choosing to speak only with the favored members whom he think would support him. In other words, his decisions may be illegal as they are without the consent of the majority of the council members, and may not even be properly covered with signed documents.

 

The above-mentioned priest is among the embarrassments of the new pope that he mentions every time he has an opportunity, and for which he always ask apologies from the Roman Catholics. An interesting blog about the pope taking off his papal robe before holding a Mass is a clear manifestation that he is not in favor of the un-Christian attitude of many priests of the Roman Catholic Church who are either accused of fund misuse, arrogance and sexual assault.

 

The attitude of the mentioned parish priest shows that the Anti-Christs could be within the Roman Catholic Church – they, whose ways are contrary to what the true Catholic Church stands for. Anti-Christs in priestly robe are heavily groggy with arrogance because they have the impression that being parish priests they can “play” with the parishioners many of whom are suckers in the name of salvation…parishioners who think that their salvation depends ONLY on their parish priest who is “protected” by the white “sotana”, but could be devils in disguise!

 

Now, are we still wondering why the Roman Catholic Church is reeling from uncontrolled deterioration and may find it hard to recover unless the hypocrites in white priestly garb and who are heady with arrogance,  are calling the shots despite the reminders of the new pope?

 

For this kind of arrogant priest, the parishioners should join hands and boot him out before he can do more harm to their community!

Poverty because of Corruption

Perfection should be ruled out in the reckoning of a progressive country, because there will always be poverty due to corruption somewhere in the system of governance. In other words, the glitter of progress cannot hide poverty. For ultra-progressive countries, the signs may be insignificant as they try to blend with the glamour of urbanity. But in other countries, especially, the third-world, the signs are very prevalent, so that there is always a massive effort to cover them up occasionally, literally, as it is done every time there are special occasions such as visits of foreign dignitaries. This practice is successful in the Philippines.

 

Practically, poverty is the shadow of progress, and literally, too, as where there are looming high-rise buildings that are pockmarks of progress, not far from them are slums or homeless citizens who huddle together under bridges and nooks. These are misguided citizens who flock to the cities after selling their homestead, that have been farmed for several generations, to deceitful land developers, at a measly price. These are the urban squatters willing to be relocated but found out that the promised “paradise” do not even have a deep well so they go back to their sidewalk “homes”. These are contractual workers who have no job securities as they earn only for five to six months, after which they leave their fate to luck while looking for another job.

 

How does corruption ever be involved in the sad fate of the exploited? Simply, by the government’s negligence  in providing decent relocation sites with job opportunities and basic facilities to those uprooted from their city abodes for more than so many years; by its cuddling of the spurious contractualization perpetrated by greedy employers; by its failure to guide and protect the rights of farmers who sell their rice fields to subdivision developers at measly prices that are not even enough to sustain them for six months; by its failure to provide the citizens with the basic necessities as funds are allowed to be pocketed by corrupt officials; and practically by looking the other way despite the availability of laws against vote buying.

 

Third- world country leaders should stop using the word “progressive”, but instead they should use “surviving” to describe their respective economy. If a country’s economy cannot sustain, much less, provide a “comfortable life” to majority of its citizens, then it is still “ailing”…hence, expect poverty to be trailing behind, just a few steps away from the pretentious allegations!

Kaylan lang ay bumulaga sa buong Pilipinas ang balita tungkol sa nadiskubreng 20 sakong relief packs na ibinaon sa isang lugar ng Dagami, Leyte na inilaan dapat sa mga biktima ng bagyong Yolanda. Ang mga relief packs at sako ay may tatak ng DSW at ang masama, mag-iimbistiga daw ang ahensiya pero ang resulta ay ilalabas sa susunod na buwan!…ibig sabihin ay Enero 2016! Ganoon na ba kabagal kung kumilos ang gobyerno? Nang nakawin naman ang mga relief sa isang bodega sa Cebu noong nakaraang taon at nakunan pa ng video, inimbistigahan din daw, pero inabot na ng mahigit isang taon ay wala pa ring narinig tungkol dito. Malinaw na kaya malakas ang loob ng mga kawatan sa gobyerno ay parang may nagkukunsinti sa katiwaliang ito dahil wala man lang napaparusahan…na dapat ay saklaw ng batas tungkol sa “command responsibility”.

 

Ang pagkasinungaling ng DSW ay lumilitaw na naman dahil sa kabila ng sinasabi ng kalihim nito mismo na si Dinky Soliman na “inililigtas” lang daw nila ang mga batang kalye tuwing may darating na bisita ay malinaw na ganoon na nga….pagsisinungaling lang. Balik na naman sa mga kalye ang mga “batang hamog” sa iba’t ibang kalsada ng Maynila at namemehuwisyo ng mga motorista. At, ngayon dahil pasko, ay nakikipag-patintero pa sa mga sasakyan at humahabol sa mg bus at jeep na kanilang pinagkakarolingan. Nasaan ang katotohanan sa sinasabi ni Soliman na inililigtas ng ahensiya ang mga ito mula sa delikadong kalagayan ng mga kalsada?

 

Napaga-alaman pa na mismong mga “Street Facilitators”, mga seasonal contract workers ng DSW, na siyang naghahakot ng mga batang kalye tuwing may bisitang darating, hanggang ngayon ay hindi pa nabibigyan ng allowance sa serbisyo nila noong APEC. Ano ang ginagawa ni Soliman sa pondo ng DSW para sa mga ganitong proyekto?

 

Marami ang bumabatikos  tungkol sa napakalaking pondo ng DSW at kung anu-anong idinadahilang proyekto na kuwestiyonable naman ang relevance o katuturan. Pinagdududahan ng mga bumabatikos na baka ang malaking pondo ay gagamitin lang para sa kampanya ng mga manok ng administrasyon. Ayaw ko sanang maniwala….subalit ilang buwan na lang eleksiyon na at nagsimula na nga ang paglabasan ng mga ads ng mga kandidato na nangangailangan ng milyon-milyong pondo.

If progress could also mean “growth” and “development”, then the Philippines is far from it, yet. However, if the present administration, as well as, the local and international survey firms insist on their “perception” that indeed, the Philippines is moving forward, let them dwell in their dream!

What perhaps, the Philippine government touts is the “showcase” contained in the bursting city of Manila where condos-cum-commercial structures and malls have mushroomed, staffed with underpaid Filipinos kowtowing to foreign owners, while its periphery is yes, bursting with depressed areas, squatters, in the common lingo. On the other hand, the countryside is totally left out. College and university graduates flock to Manila and one or two other major cities to add their number to the already massing unemployed. Aging and poor parents have no recourse but sell their rice fields to unscrupulous subdivision developers, reducing in the process, the source of the country’s staple food and necessitating importation from neighboring Asian countries whose rice technicians and scientists have enhanced their knowledge at the International Rice Research Institute (IRRI) in Laguna…. PHILIPPINES!

It is embarrassing, but the country’s mass transport system that should be among the marks of development are floundering, fast deteriorating due to substandard materials resulting to frequent breakdowns – that is the state of MRT, pride of the Arroyo administration. And, now under the Aquino administration, the management of the said mass transport system is found to be allegedly reeking of corruption, resulting to the booting out of its former chief, Vitangcol. Embarrassingly, the present administration has literally applied the “band aid” solution to the frequent breakdowns, by welding up the cracked segments of rails!…and, for how many weeks will the welded segments of the substandard steel rails last?

As if the frequent breakdown of MRT is not enough, passengers are also clamoring for toilets in every terminal. This important facility is likewise, not found in LRT terminals. For sure their respective management will defensively declare that there are toilets, but where are they located? This facility is supposed to be located at every terminal for the convenience of commuters. What are the high fares for, if the commuters will not be provided with toilets?

The administrations after Marcos did not appreciate the former dictator’s idea to apply a stiff control on the importation of cars, in view of the limited road space. To date, while the total length of road system remained the same, cars, both brand new and pre-used from other countries, continue flooding the local market. New cars even run with conduction stickers instead of the officially-issued plates which during the time of Marcos was prohibited. The reason?…non-availability of new plates! But who is at fault…who faltered? What happened to the budget? Are those responsible for the failure ever charged?

The current administration has approved a loan-based project to ease the traffic congestion in Manila – the subway system. It could be the longest swimming pool in the making. An expensive disaster. How can it not be expected it to fail, when even the elevated “fly-over” roads get flooded? The underpasses in front of the Manila City Hall and Quiapo cannot even be sustained by suctions of antiquated machines, how much more for the kilometers-long subway? Can we rely on the already proven graft-riddled bidding and construction systems in the country? Are the bright government officials blind to the fact that Manila is below sea level resulting to the flooding even after just a light downpour? Also, the fact that the antiquated drainage system that gets gagged by just an ankle deep flood is another major cause of flood. Add to this the already seen and experienced poor management of facilities because of the “bahala na” attitude.

And now, for a classic system, it is only in the Philippines where the public facilities change color every time a new administration assumes office. Public facilities are practically repainted to suit the party color of the new administration. Unfinished projects of the past administration become doomed, and some ongoing projects are stopped, with structures ripped down to eliminate the impression of the former authority. The Philippines indeed, has a classic example of a “build and destroy” type of government!

One big question now is, what progress will the Filipinos expect for a pitifully ailing and corrupt Republic in this part of Asia where “friendship” and “indebtedness” among government officials overshadow professionalism?

Pinagtatawanan ng Buong Mundo ang Pilipinas!

Pinapalala lamang ng kasalukuyang Director ng Bureau of Corrections na si Franklin Bucayo ang palpak na katayuan ng nasabing kagawaran habang nagbibigay siya ng pahayag sa mga interview. Sa unang interview pa lamang sa kanya noon bilang reaksyon niya sa nadiskubre ng nag-inspeksiyon na mga senador ay puro pambobola na ang kanyang mga sinabi dahil siguro inaakala niyang bobo ang mga sumusubayby sa issue.

Sa pinakahuli niyang interview pagkatapos ng operation ng DOJ at PDEA sa National Bilibid Prison (15 December), ay “inaako” niya ang pangunguna sa nasabing operation, ganoong ito ay sa initiative ng DOJ. Kaya nga pumasok sa eksena ang DOJ at humingi na ng tulong sa PDEA ay dahil walang nagawa si Bucayo sa kabila ng kung ilang buwang palugit na ibinigay sa kanya. Wala nang ginawa si Bucayo ay nang-agaw pa ng credit!

Sa bibig ni Bucayo mismo ay lumabas ang impormasyon na nag-iinspeksiyon lamang siya kung may mga kaguluhang nangyayari. Ang isa pang dahilan kaya hindi niya regular na nai-inspection ang maximum security compound ay dahil sa lawak ng kulungan, at maraming pasikut-sikot kaya nakaliligaw. Wala siyang dahilan na hindi pag-ukulan ang pag-iinspeksyun dahil sa loob din naman siya ng compound nag-oopisina. Dahil sa mga sinabi niya, parang siyang isda na nahuli o nabingwit dahil sa bibig niya. Dahil sa pagmamagaling niya, hindi niya naisip na ipinagkanulo niya ang kapalpakan ng kanyang pamumuno!

Nakakatawa pa ang pagrerekomenda niya ng mga patakaran, ganoong ang mga ito ay siya niyang mga dapat ginawa o ginagawa bilang hepe ng kagawaran! Gusto niyang palabasin na may laman din pala ang isip niya subalit mali naman ang diskarte niya. Baka kaya siya nagrerekomenda ay gusto niyang si de Lima ang magpatupad ng mga ito!

Marami na siyang dapat ginawa mula pa noong unang araw pa lamang ng kanyang pagkatalaga na ang dahilan ay mismanagement din ng pinalitan niya. Dapat noon pa man ay gumawa na siya ng mga hakbang batay sa mga problemang pinaputok noon ni Kabungsuwan Makilala, subalit nagsayang siya ng panahon mula noong unang araw na pag-upo niya hanggang ngayon. Kung talagang may laman ang mga sinasabi niya sa mga interview, dapat nagpakita siya ng mga plano niya o mga rekomendasyon na nakasulat – in black and white, sa mga reporter! Hindi yong salita siya ng salita ng harap pa mismo ng kamera kaya nagmumukha siyang katawa-tawa. Kung naka-black and white ang mga sinasabi, hindi masasabi ng mga tao na wala siyang ginawa, sa halip ay susuportahan pa siya dahil hindi pinansin ang kanyang mga isinumite kung kanino man…subalit talagang hanggang salita lang siya. At, lalo sanang hindi siya masisisi ngayon.

Maaalala na noong pumutok naman ang isyu tungkol sa paglabas-labas ni Leviste sa kanyang kulungan ay pumunta pa si Miriam Santiago sa NBP at ang unang hinanap ay ang “operating manual” subalit wala silang nailabas na updated. Ibig sabihin hanggang ngayon ang mga security measures nila ay outdated! At sila ay nag-ooperate lamang sa mga paisa-isang memo na iniisyu kung kinakailangan. Dapat ang puntong yon ang pinagtuunan ng pansin ng bagong Director dahil ang mga patakaran ang siyang gagabay sa kanya sa pagpapatakbo ng national penitentiary.

Ang planong modernisasyon ng NBP ay noon pa pinag-uusapan, maraming taon na ang nakalilipas at may napirmahan na ngang batas para dito at anumang oras ay maglalabas na ng budget, kaya hindi dapat akuin na naman ni Bucayo. Kasama sa modenisasyon ang pagtataas ng sweldo ng mga kawani at pagpatayo ng mas malaking national penitentiary. Ang mga ito ang binabanggit ni Bucayo na “sana” daw ay mangyari. Ang hirap sa kanya, papasok sa isyung ito na tapos na, at wala pa siyang kinalaman. Kaya ang mga inaasta niya ay malinaw na nagpapakita ng kawalan niya ng kaalaman sa pagpapatakbo ng isang kagawaran. At dapat lang na LAHAT mga kasalukuyang kawani lalo na ang mga namumuno ay hindi makinabang sa mga benepisyo na ibibigay ng bagong batas para sa modenisasyon ng NBP.

Ang dapat kay Bucayo ay patawan ng kasong administratibo dahil sa kapabayaan, batay sa prinsipyo ng “command responsibility”. Isa si Bucayo sa mga patunay na hindi lahat ng mga retired general ay maaasahan sa pagpapatakbo ng mga ahensiya na nangangailangan ng bruskong namumuno….dapat ay may talino rin. Ang lahat ng mga nakatalaga sa NBP ay dapat tanggalin at suspindihen habang may imbistigasyong ginagawa. Maaari silang palitan pansamantala ng mga military police upang mawala ang “familiarity” sa mga nakakulong.

Dahil sa mga nakakahiyang anomalya na kinasasangkutan ng Bureau of Corrections, napatunayan na hindi epektibo ang mga retiradong opisyal ng military o police sa pagpapatakbo nito. Ang mga detinado sa NBP ay mga taong napariwara ang buhay, nagkasala sa lipunan, hindi nakipag-away sa giyera. Kaya sila ipinasok sa kulungan ay upang mabigyan ng isa pang pagkakataon upang magbago at sa paglabas nila ay maging kapaki-pakinabang na mamamayan ng bansa.

 

Ang kailangang mamumuno sa Bureau of Corrections ay may alam sa “office management” upang makagawa ng mga alituntuning maayos at pang-sibilyan, at lalong dapat ay may alam din sa sikolohiya o psychology. Ang mga kulungan ay hindi military camps kaya dapat itigil na ng mga presidente ng Pilipinas ang pagtalaga ng mga retired generals ng military o police para sa pamunuan nito. Dapat ang mga italagang mamumuno ay mga taong nakakaunawa sa mga taong ang takbo ng isip ay dapat maibalik sa katinuan upang maging kapaki-pakinabang na mamamayan.

 

Dapat ituring na leksiyon ang anomalya sa national penitentiary at ang parusa sa mga nagkamali ay dapat mabigat upang maging babala sa ibang mga empleyado ng gobyerno na korap at pabaya sa pagpapatupad ng kanilang tungkulin!
