The “Other Side” of Divisoria (Manila, Philippines)

While Divisoria has always been known as the shoppers’ Mecca, especially, during Christmas, there is” another side” of it which I do not want to present as an image of poverty but that of perseverance, patience, and honest endeavor. This is the “other Divisoria” which many people just refuse to see as it might cause them to puke! The accompanying photos show how these honest Filipinos contentedly strive to live in sheer honesty.

 

The skeptics always say, “it is their fault for going to Manila and suffer deprivation”. These hypocrite skeptics have  TV, radio, and occasionally read newspapers, so they should know that the provinces from where these people who are eking out an honest living on the “other side” of Divisoria, are infested with NPAs, Abu Sayyaf, opportunistic landlords, and loan sharks. For the arrogant, the world is just for those who can afford to live decently. On the other hand, as these skeptics have not endured days of hunger, they may not understand how it is to make a difficult decision to live a hand-to-mouth life in Manila by scavenging in garbage dumps, rather than die of hunger and be in constant fear for dear life in the province.

 

It is true that the slums have been in existence for many decades now, but there would be no slums had the government ever since the time the nation has become independent, did not get infested with corrupt lawmakers and officials. The slums have been around since the time that deprivation and exploitation have been propagated by learned Filipinos who found their way in the halls of Congress and Senate, as well as, agencies, even at the helm of the government. Unfortunately, the seed of exploitation has grown into an uncontrollable proportion today, making corruption as wrongly and unfairly viewed to be always a part of the Filipino culture.

 

The striving people from the slums near Divisoria, and other districts of Manila, in this regard, may be viewed by the arrogant as akin to dogs and cats, because of their many children, oftentimes making them utter unsavory remark, such as, “they know they are poor, yet, they keep on having children”.

 

How I wish these skeptics can also openly, make biting remarks –

• to the corrupt politicians and government officials, such as, “they graduated from prestigious universities and colleges, yet, they do not know what is right or wrong”

 

• to the filthy rich, such as, “they have plenty of money, yet they can’t even throw a piece of bread to a beggar”

 

• to the stiff-necked Catholic priests, pastors, and other religious ministers such as, “they are supposed to be representatives of the Lord, but they can’t afford to take a look at the spiritually hungry”

 

Finally, compared to the disgusting hypocrites, loan sharks, corrupt government officials, arrogant “religious ministers” and conscienceless rich, who are supposed to be learned and intelligent, the people who honestly make a living such as those who belong to the “other side” of Divisoria, are worthy to be called creatures of God – true human beings…slum denizens who are viewed by aforementioned with utter repugnance.

 

(This blog will definitely, not hurt those who do not belong to the mentioned “classes” of loathsome Filipinos.)

Ano ang silbi ng magaling na abogado kung ang kanyang kaalaman ay binabayaran ng mga tiwali sa pamahalaan, mga big time drug dealers, illegal recruiters, landgrabbers, at iba pa upang maabsuwelto sa mga kaso, o di kaya ay binabayaran ng mga talagang may kasalanan upang ang walang sala na walang pambayad sa isang abogado ay makulong?

 

Ano ang silbi ng katalinuhan ng isang tao kung gagamitin niya ito upang manloko ng kapwa, o di kaya ay upang makapasok sa larangan ng pulitika kung saan ay nagmimistula na siyang demonyo dahil sa walang tigil na pagyurak sa karapatan ng kanyang kapwa na nagluklok sa kanya sa puwesto upang sana ay makatulong, subalit, kabaligtaran ang ginawa?

 

Ano ang silbi ng naaaaapaaakahabang dasal, ganoong ang gusto lang namang hingin ng nagdadasal ay yaman “pa more”, di kaya ay kapahamakan ng kapwa na sinasabayan pa ng pagtitik ng kandila?

 

Ano ang silbi ng dasal na maganda pa ang pagka-kuwadro sa mga facebook na nila-like at sini-share, kung ang gumagawa ng mga ito ay hanggang doon lang ang gusto – ang mag-admire lang sa prayer na maganda ang pagka-layout at may background pa, at ang iba ay may accompanying music pa kung i-like, sa halip na bigyan ito ng buhay sa pamamagitan ng paggamit ng nakasaad sa sinasabi? (maski ilang milyong beses pang mag-share ng “love your neighbor” ang isang taong hindi nagbabago ng masamang ugali, wala ring silbi ang ginawa niya).

 

Ano ang silbi ng malalaking simbahan kung may araw na sarado ang pinto nila dahil ang mga nangangasiwa sa mga ito ay nag day-off?

 

Ano ang silbi ng mga sinasabi ng bagong santo papa ng Romano Katoliko para sa pagbabago ng ilang mga “pastol” o mga pari kung hindi naman sila sumusunod?

 

Ano ang silbi ng K-12 program na nagdudulot ng bangungot sa mga magulang kung hanggang  Grade 9 lang ang kaya nilang tustusan, kaya bagsak pa rin ang mga anak nila sa mga contractual na trabaho na sumusweldo ng 200-300 pesos sa isang araw? (nagsayang lang ang mga bata ng dalawang taon na ginugol sa Grade 7- 8, na dapat sana ay katumbas na ng diploma ng high school).

 

Ano ang silbi ng Kongreso at Senado kung hindi rin lang sila makapagpasa ng mga batas na “angkop” sa mga kasalukuyang sitwasyon at pangangailangan, dahil mga batas lamang na nakakatulong sa pagtagal nila sa poder ang kanilang inaapura?

 

Ano ang silbi ng demokrasya kung mismong mga namumuno ay pasimuno sa pag-abuso ng mga karapatan ng mga mamamayan?

At a little past 50 years of age, Virgie Sapitola-Sapera pushes a cartful of young coconut from Blumentritt to Quiapo, a distance of more than 5 kilometers one way. Of course, she hopes that along the way, her load will be lessened if she could dispose of some which she sells at 30 pesos apiece. The terminus of such trek is the P. Paterno St. in Quaipo. Asked about her husband, she told me that he leaves ahead, at dawn to be at the area in Quiapo before the rush hour. Their youngest son leaves their home after his quick breakfast to take over the cart of his father who immediately takes a jeepney back to their home in Blumentritt to take a much needed rest. Virgie’s husband has had a stroke but somehow tries his best to contribute to the family’s collective effort to earn.

 

I met Virgie along Oroquieta St. when she stopped for a mug of coffee at the sidewalk carinderia where I was enjoying my own. That coffee was her breakfast. Her real meal would be at noon in Quaipo. Despite the long trek with a heavy cart full of young coconut yet to push, she was still smiling while conversing with me. She confided that she is from Pangasinan, a province in the north but met her husband in Manila. Their companionship blessed them with five children. While the elder three have families of their own, the two younger ones are left with them, with the youngest in the junior high school or Grade 10. She told me that whatever happens, her youngest son shall finish high school.

 

I found out that they sell young coconuts for their juice when in season, but for other months, they sell other stuff such as vegetables and other fruits. They cannot afford to miss any single day of the week in making the trek to their post at Quiapo, except when there is a really bad weather and flood. During those unproductive days, they take all measures to scrimp so that their savings can be stretched to the maximum. Her only problem is the medication of her husband who is on maintenance drugs.

 

Before she left me, I reminded her to be very extra careful in crossing the busy Recto Ave. where early that morning, a motorcycle got bumped by a rushing jeepney. In response, she smilingly pointed her forefinger towards the sky, implying perhaps, that Somebody up there is watching over her…

Umaayon si Pacquiao sa pananaw ni Binay na walang katotohanan ang mga ibinebentang sa kanyang katiwalian hangga’t hindi napapatunayan. Papaanong mapatunayan ni Binay na wala siyang kasalanan kung hindi naman siya umaatend ng mga hearing? Paano niyang mapatunayan na hindi galing sa nakaw ang yaman nila kung palaging idinadahilan niya ang “immunity” ng kanyang posisyon upang hindi siya mapuwersang dumalo sa mga hearing?

 

Nakakabahala ang ganitong pananaw dahil nagpapahiwatig ito na walang kasalanan ang isang nagnakaw kahit may mga ebidensiya pero hindi napatunayan sa husgado dahil sa galing ng kanyang abogado. Ang ganitong pananaw ay nagsasalamin ng hindi mapapagkatiwalaan sistema ng hustisya na pinapagalaw ng mga abogadong “matatalino” at ang serbisyo ay mayayaman lang ang may kakayahang umupa. Dahil diyan, maraming mga inosenteng mahirap na walang pambayad ng magaling na abogado ang  nabubulok sa bilangguan.

 

Palaging may karugtong na “Diyos” at pa-English pang deklarasyon ng kanyang “faith” kuno tuwing magsalita si Pacquiao upang ipabatid na siya ay maka-Diyos, kaya tingin niya sa kanyang sarili ay isang mabuting tao. Nakakapanindig- balahibo ang ginagawa niyang pagmamalaki….kahindik-hindik, at isang karumal-dumal na kayabangan! Hindi dahil dasal siya nang dasal o di kaya ay panay ang pagbasa ng Bibliya ay mabuting tao na siya. Paano ang mga walang Bibliya dahil walang pambili? Sila ba, tulad ng mga bakla at tomboy, ay mas masahol din sa hayop dahil walang na-memorize na salita ng Diyos tulad niya?

 

Paano naging mabuti ang isang tao na nagsasabing inosente siya hangga’t hindi napapatunayan sa korte ang mga kasalanan niya, kahit sa kaibuturan ng kanyang diwa ay alam niyang may kasalanan talaga siya? Ang ganitong pananaw ay nagpapahiwatig ng karumal-dumal na kawalan ng konsiyensiya ng isang tao dahil kahit alam niyang may kasalanan siya pero kaya niyang kumuha ng isang matalino at magaling na mga abogado ay siguradong absuwelto siya.

 

Kung mananalo si Binay bilang presidente at si Pacquiao ay senador, hindi na mawawalan ng pangungurakot sa gobyerno dahil ang kasalanang ito ay kailangang patunayan PA sa korte, ayon sa kanilang pananaw. Hindi man sila ang gumawa ay gagawin ng iba dahil kaya nilang umupa ng magaling na abogado kahit mahal ang serbisyo. Yan ang sagot sa tanong kung kaylan pa may napatunayang nangurakot na malalaking opisyal sa matataas na puwesto ng gobyerno. Samantala ang mga kaso man lang ng mga kinurakot na pork barrel sa ilalim ng kasalukuyang administrasyon ay wala pa ring linaw hanggang ngayon.

 

Nakakatakot isipin na nabubuhay tayo ngayon sa panahong naglipana ang mga taong walang konsiyensiya. Silang tingin sa sarili ay maka-Diyos at hindi asal-hayop dahil panay ang basa ng Bibliya, pagdasal, at pag-attend ng prayer meetings, kaya mga “Kristiyano” kuno…ganoong ang nasa isip pala ay inosente sila sa mga kasalanang ginawa dahil hindi napatunayan sa korte!

A Closer Look at the Filipino “Nationalistic” Groups

Even during the administration of Ferdinand Marcos, there were already problems with China as regards the South China Sea/West Philippine Sea, separatist movements and kidnapping in Mindanao, as well as, with Malaysia as regards Sabah, and most especially, corruption in the government. The same problems were inherited by subsequent administrations. But the “nationalistic” groups were more concerned in shouting invectives against America in front of the US Embassy and in burning effigies of American and Filipino presidents. They did not lift a finger in helping the government in its effort to recover Sabah, and not a single rally was held in front of the Chinese Embassy to express their revulsion over the issue on West Philippine Sea. Not even a question was raised as regards the effectiveness of the military against the separatist movement and kidnappings in Mindanao because of its inadequate facilities due to misused funds intended for its modernization. These groups cannot even lay claim on the success in deposing Marcos, because the religious groups and ordinary citizens were the ones responsible for such success.

 

Despite the open reclamations of China in the West Philippine Sea, these groups were silent, although, belatedly, they somehow held a lightning rally or two, after such, nothing was heard from them again. Despite the ongoing activities of the Abu Sayyaf and separatist groups in Mindanao, they remained silent. The overly grisly Maguindanao and Mamasapano massacres did not entice them a bit to make a move to show their support to the victims. Despite the moving of justice system at a snail’s pace and unabated proliferation of foreign “investors” who are exploiting the natural resources around the country, nothing is heard from them, too.  And despite the blatant control of domestic medium-scale trading in the country by these foreign “investors”, still nothing is heard from these groups.

 

After the announcement of the Supreme Court’ decision favoring the legality of the US military presence in the country, these groups suddenly came to life. They maintain their claim that such decision shall lead to the construction of the permanent US bases in the country when in fact, nothing of that sort is mentioned in the agreement.

 

They claim that the continued presence of the American soldiers in the country will lead to the revival of sex- related industry which is not true. Even without the presence of US bases, there is uncontrolled proliferation of the sex trade via the internet, bars and massage parlors, even in the decent districts of Metro Manila.  But still, if they want, they can knock at the doors of Congress and Senate for laws that shall control this kind of industry, and which should be appropriate for the time. On the other hand, they are supposed to know that even the local government can control such industry. And, just what have they done on the issue of poverty that contributed to the fast growth of such industry in the country? They should caution the sex workers if they are really bent on helping their countrymen involved in sex trade which needs to be treated as a separate issue, instead of using this alibi in pursuing their “nationalistic” objective. They seem to be blind to the fact that various sex deals are flourishing even without the issue on the US military presence in the Philippines due to weak national laws and LGU regulations that reek with corrupt motives.

 

What dedication to advocacy are they talking about when some of them are even holding passports stamped with US visa?  If these groups are really serious in their advocacy, why don’t they hold rallies against the ongoing corruption in the country and the vote-buying, a political tradition that got deeply-entrenched in the Filipino culture? Why don’t they consistently hold rallies for the removal of department secretaries who are being questioned on the issues of smuggling, ghost NGOs, drug trafficking, illegal recruitment, and deplorable state of mass transit facilities such as LRT and MRT, etc. Why don’t they consistently hold rallies for the removal of the president, if they find him to be ineffective just like what was done during the time of Marcos? Why don’t they hold rallies against the unfulfilled promise of the government to modernize the military facilities after prime public properties were sold to foreign investors? Why don’t they picket outside the detention facilities where the Ampatuans are, to show their disgust over the hideous crime that they purportedly committed? These are what the Filipinos want to see and expect from them, as they claim to be “nationalistic” and pro-Filipino.

 

Obviously, the Philippines has been under a long-tested democracy which unfortunately proved ineffective due to its loop-holed system that led to the propagation of various forms of corruption. And, this is what the left-wing groups want to be changed to a more “nationalistic” system. But what do they mean by “nationalistic”?…a communism-inspired system?

 

By the way, I just want to make myself clear that not all nationalistic Filipinos have a communistic mentality.

Poverty is a mean excuse to do things for easy money by the weak in spirit. But the strong are ready to go hungry in the name of ideals and principles. The exploiters use poverty in blackmailing the unfortunates, one result of which is the dirty election due to rampant vote buying.

 

Exploitation of the illiterates and impoverished also result to virtual land grabbing because they are made to “sell” their ancestral domains to rich real estate developers at below  the decent value level. As subdivisions, golf courses and resorts sprout, the displaced former landowners and the fortune-seekers from other parts of the country huddle in not so far depressed areas with many of them working as low-waged employees of the mentioned business institutions that sprouted.

 

Poverty is the corner where the impoverished are pushed to make a choice between death and survival. Also, when the government alleges progress, poverty trails a few steps behind. Along this line, poverty breeds animosity in a community, especially, on matters of politics. In this regard, while some members of the community are ready to sell their soul for a few pesos in exchange for their vote, others are steadfast in protecting theirs which has always been viewed as a “sacred” right. Even some of the clerics of the Catholic Church have joined the confusion by counseling their members to accept the bribe but vote according to their conscience.

 

As soon as the corrupt candidates are finally put in place, thanks to the rampant vote-buying, in no time at all, they start to engage in schemes designed to insure the “return of their investment”. Projects that involve infrastructures are conceived, supposedly to carry on the “progress”…the bigger project, the better, as assurance for fat commissions. The worst scheme is connivance with non-governmental organizations for ghost projects. While all these things are going on, the suffering constituents see around them towering manifestations of progress in the shadow of which, they cringe in poverty.

 

Progress and poverty are the two forces that push each other to create the never ending loop that goes round and round…a never-ending cycle that plagues the people of the third-world countries such as the Philippines, and the culprit are the “investors” – exploiting nations that promise comfort in exchange for “developments”. Yet, despite the prevailing realities of the time, the rest of third-world nations still bite the bait.

Manufacturing countries that clandestinely hate China have successfully inflicted a “slow death” on the awakened dragon of Asia. They have simply transferred the production aspect of their business in China because of her cheap labor and with it, the byproduct of high technology – the deadly pollution! They have been awfully successful, no question about that!

 

China today, is practically crawling due to the effect of heavy pollution while countries that own brands manufactured in China are basking under smog-free atmosphere. Every day, internet news carries warnings of the Chinese government to its citizens about the heavy pollution and photos are those of the Chinese citizens with face or surgical mask to lessen their inhalation of the dirty air. An enterprising European country is reportedly exporting fresh bottled air to China.

 

The phenomenon in China should serve as a warning to the third-world countries that are blinded by the prospect of living in comfort through high technology. China has practically flooded the world with products made in her homeland. Despite such show of opulence, she is far from being satisfied as her expansionistic desire is slowly creeping towards the rest of Asia and the African continent- with all their third world countries.

 

The governments of these countries would like their forests be uprooted and replaced with factories; would like their fields planted to rice, corn and other staple foods bulldozed to give way to resorts and first-class housing projects; would like their mountains to be drilled for minerals; would like their citizens to be introduced into the mean habits of squalid urban life; would like their centuries-old traditions and faith to be polluted with the immoralities of progress.

 

As the exploitation lasts only for as long as there are yet to be exploited, their “benefits” are likewise short-lived. When the factories and mining companies stop their exhaustive operations, they leave behind ghost towns and villages- with their rivers poisoned by chemicals and the once-fertile land exhausted of their nutrients making them not suitable even for the lowly grass. Their polluted culture gives rise to a new generation of prostitutes and indolent, and worst, with a twisted view on faith.

 

The high-technology must be one of the checks that God has imposed on earth to maintain the balance, aside from natural calamities such as typhoon, earthquake, diseases, and floods, as well as, man-made war. Without them, the world would have burst long time ago, due to overpopulation and inadequate sustenance. But, while these are divine penalties, caution should have been observed by man to at least delay and minimize their occurrence. Unfortunately, man is now reaping the fruits of his greed…at high speed!

 

In the Old Testament, when the God of Israelites wanted them punished for their misdeed, He used the heathen races or tribes to sow disaster upon them. Sometimes He used calamities such as diseases and famine-causing pestilence. The religions of the world are based either directly or indirectly on the Abrahamaic faith, except for some pockets of tribes in unexplored nooks of forests and islands. In a way, most peoples of the world are connected to the God of Israel. Are we now suffering from this divine penalty, mentioned in the Old Testament?

Dapat ay isama ng mga moralista ang pagbawal sa paggamit ng expression na “magpapasko pa naman” na tumutukoy kay Hesus, tuwing may kalamidad na mangyari bago sumapit ang “pista” na ito. Halatang ang habol lang talaga sa pistang ito ay mga kasiyahang dulot ng bonus, pagkain, gifts, Christmas lights, simbang gabi, caroling, etc.

 

Tuwing may kalamidad na nangyayari bago magpasko, ang mga naaawa sa mga nasalanta ay nagsasabi ng nabanggit na expression dahil siguro iniisip ng mga “naaawa” na ito, na mami-miss ng mga nasalanta ang mga kasiyahan, at hindi dahil bertdey ito ni Hesus… isang isyu ding kinukuwestiyon. Bakit hindi na lang dumamay at magbigay ng tulong dahil kailangan ng mga nasalanta at hindi dahil sa kung anu-ano pang dahilan tulad ng pasko?

 

Ang sabi ng mga researchers, ang talagang bertdey ni Hesus ay sa unang linggo (week) ng Abril. Ginamit ng mga matataas na opisyal ng simbahang Katoliko na mga Romano ang Disyembre dahil dati na itong ginugunita ng mga pagano sa Roma…isang makamundong pista na puno ng mga kasiyahang nakikita sa pagbaha ng pagkain, alak, at kalaswaan. Ang talagang orihinal na ginugunita ng mga Hudyo noon pa man ay ang araw ng pagbinyag kay Hesus na nakatala sa mga sinaunang records na ang iba ay inilagay sa Bibliya. Walang binabanggit ang Bibliya tungkol sa eksaktong bertdey niya. Ang sinasabi lang ay panahon ng pag-census ng mga Hudyo kung kaylan ay nataon sa pagpanganak kay Hesus. Ang census na ito ang ginawang batayan ng mga mananaliksik upang matukoy ang “panahon” at ang buwan batay sa kalendaryong pinagamit ng Roma sa mga nasasaklaw ng Kristiyanismo.

 

Sa makabagong panahon, maski sinong bata ay umaasam ng mga regalo tuwing sasapit ang pasko dahil ito ang itinanim sa isip nila ng mga nakakatandang Romanong Katoliko. Inaasahan nila ang paglundo ng mesa sa bahay dahil sa dami ng pagkaing idi-display. Ang mga tin-edyer naman ay excited sa pagsapit ng simbang gabi dahil magkakabandingan na naman sila ng mga kabarkada, at ang iba naman ay magliligawan – sa labas ng simbahan. Ang mga talagang isip at asal demonyo ay may lakas ng loob pang magsuot ng mga damit na kung hindi manipis ay may plunging neckline naman, at ang lalong malaswa ay ang pagsuot nila ng short shorts na nagdi-display ng maitim naman nilang kuyukot! Ang iba naman ay magdi-displey ng mga alahas na tulad ng ginagawa nila sa pagdalo ng misa kung araw ng Linggo.

 

Ang isa pang itinuro ng simbahang Romano Katoliko upang mapilitang magsimba araw-araw ang mga kasapi ay ang pagbuo ng siyam na araw upang matupad daw ang kanilang mga hiling! Hindi ba ito katarantaduhan….dahil wala naman yan sa Bibliya? Ang dapat na itinanim sa mga kasapi ng simbahang Romano Katoliko ay ang sakripisyo na kaakibat sa pagdalo sa misa tuwing madaling araw o gabi, upang pagdating ng talagang “kapanganakan” ni Hesus, ay hindi nakakahiyang humarap sa kanya….hindi yong hihiling ng kung anu-ano para sa sarili na kalimitan naman ay pera. Pati ang mga prutas na kung ilang piraso na puro bilog ay kasama din sa kinalolokohan ng mga Pilipino…pero ito ay paganong paniniwala naman ng mga Intsik na isinabay sa pasko at bagong taon dahil nakita ng mga taong ito ang malaking kikitain na resulta ng panloloko nila…mga negosyante kasi!

 

Bakit hindi sundin ang panawagan ng mismong santo papa na si Francis na sa paggunita ng “kapanganakan” ni Hesus, dapat ay iwasan ang pagiging materialistic?…dahil ba marami ang gustong magpakita ng karangyaan? Bakit pa ituturing ng mga Katolikong “tatay” nila si Francis kung hindi rin lang siya pakikinggan?…dahil ba sagad-buto na ang kanilang pagiging makasarili?

 

At, kung seseryusuhin na talagang “bertdey” ni Hesus ang isi-celebrate bakit hindi sa isang araw lang – ang pinaniniwalaang December 25? …dahil ba ginagamit ito bilang dahilan upang mag-celebrate ng mga makamundong bagay na orihinal na ginagawa ng mga pagano sa Europe?

 

Pinagmamalaki ng mga Pilipino ang “pinakamahabang pasko” sa buong mundo, pero kung talagang iisipin ang diwa ng pasko…ang kahabaang ito ay dapat ikahiya dahil sa kahirapang dinadanas na ng mga Pilipino at kalagayan ng Pilipinas! Nakakahiyang Setyembre pa lang ay hindi na magkandaugaga ang karamihan sa paglagay ng mga palamuti na para bang “mauubusan na ng pasko”. Kanya-kanya ang mga lunsod at bayan sa pagtayo ng mga giant Christmas tree pati mga lugar kung saan ay may mga kalakalan tulad ng malls. Ang maririnig sa radio ay mga kantang pang-krismas. Ang nakikita sa mga TV screens ay mga pagkaing mararangya na pang-pasko, etc….hanggang Enero ito. Habang nangyayari ang mga nabanggit , marami namang mga Pilipino ang halos hindi makakain ng kahit isang beses sa isang araw. Ang iba, makakain lang ay namumulot ng mga tira-tira sa basurahan.

 

Ang mga Pilipinong ayaw tumingin sa katotohanang ito, simple lang naman ang mga sagot: “kasalanan ko ba kung naghihirap sila at kaya naming gumastos?”, o di kaya ay, “kasalanan nila kung bakit sila naghihirap, dahil tamad sila!”….masasabi bang tamad ang isang taong nauulanan na’t lahat at halos malapnos na ang balat dahil sa init ng araw ay nangangalkal pa rin ng basura?

When impoverished Filipinos are born, their normal and healthy growth stops at a point where their mothers ceased to produce breast milk. Due to poverty, parents cannot afford infant milk, so they resort to feeding their babies from bottles that contain rice soup. As they are living in depressed areas crammed with makeshift homes of cardboard, scrap plywood, and leaky tin roof, children are practically exposed to the elements. Most likely, they get infected with skin diseases, their guts becoming home to parasites, and they slowly grow with weak respiratory system. Picture the impoverished children with bloated stomach, bulging eyes, and runny nose.

In a big urban area like Manila, the parents try to eke out a living from dump sites where thrown refuse sometimes yield recyclables that they collect and sell to junk shops. Some though, end up in their home to be used further. Some wake up at past midnight with their children and standby at dumping areas for reject vegetables in Divisoria to salvage what can be trimmed of unwanted parts, cleaned and sold. At six, after earning a few coins, the children go home to change their clothes for school, walking to which, they do without even a sip of warm coffee. Fathers peddle their service as stevedores, or pedal tricycles for a measly fare. And, still some brave the searing heat of the sun and sudden downpour, as they roam around the city pushing carts to collect junks from garbage bins.

In agricultural provinces, families suffer every time drought or flood occurs. Rice fields become useless so they resort to borrowing money from loan sharks. If there are pockets of forest still standing nearby, they resort to cutting of trees, even the premature ones, to be made into charcoal. As a result, they eradicate what could have been a watershed and protection of the topsoil that erodes with the onset of rain.

Those living along the seashores depend on fair weather for their fishing ventures out in the open sea, but the erratic weather system prevailing today, prevents them from doing this dangerous kind of livelihood most of the time. The worst scenarios are during the typhoon or monsoon seasons during which they have no choice but stay home. For their subsistence, they borrow from loan sharks.

It is true that the situations mentioned are similar to other impoverished countries. But what is glaring in the Philippines is the government’s neglect of the country as being agricultural. Lands are converted into quick money-making ventures such as real and industrial estates.   Also, instead of having its God-given natural endowments made use to the fullest by Filipinos themselves, these are practically offered to foreigners. The Filipinos are deprived of God-given opportunities by the very government that is supposed to protect them.

The government claims that its concerned agency, the Department of Social Welfare has programs for the impoverished families, one of which is the 4P’s, but this is shrouded with suspected corruption. Reports even prove that the program is not effective, as it just exacerbate the idleness of parents. Also, where are the social workers while children are sniffing rugby in street corners to stave off hunger? Where are the social workers while families living in carts are drenched by heavy rains?

As with the educational system, for so many years now, loopholes that have been shown by parents and concerned sectors are not plugged by the Department of Education. Today with the K-12 program, the parents are further pushed further down the mire of financial difficulty. Such ambitious program will eventually produce a new a generation of dropouts as impoverished parents can no longer afford to spend for their children’s education beyond Grade Six. The situation for inadequately- schooled Filipino children has just gotten worse than before, in which dropping out happens after graduating from high school.

The government refuses to acknowledge its inadequacies, and instead, it proudly shows a perfect image of the country that keeps its pace towards progress, which is a blatant lie!
