This is a special case applicable to citizens of India, Indonesia, Thailand, the Philippines, and Vietnam under these conditions:

a. The nationals mentioned above must possess  a valid resident/visitor visa (including an electronic one)* or resident certificate (including a permanent one) issued by Australia, Canada, Japan, New Zealand, Schengen Agreement countries, the U.K. or the U.S.A. In addition, the citizens of Indonesia who own a valid Japan Visa Waiver Registration are also eligible for the visa exemption program.

b. Have never been employed in Taiwan as blue-collar workers.

[*A single-entry visa becomes void once it has already been used. However, a used single-entry visa might be satisfactory for the purpose of immigration inspection to enter Taiwan, if it meets the following conditions:

a.1. On the same succeeding journey, the visa holder uses it to enter the visa issuing country prior to his/her arrival in Taiwan; and
