If dysfunction refers to deterioration, it best describes what is happening to the already corrupt Philippine government today. No amount of nationalistic cover-up can camouflage the stinking system that reeks of dishonesty, nepotism, favoritism, graft, shamelessness, and immorality – all of them of the highest degree. The deterioration, woefully, is already in its most advance stage, beyond redemption. Come election time in 2016, the choice for officials is between evils…no less, and none else.
What the hapless Filipinos can do, those belonging to way below the poverty line is just strive for a resourceful survival. The country throbs with the grumble of this big chunk of the population. This is the reality which is far from what the corrupt government is trying to project as a progressive country in an attempt to cover up its inadequacies in fair governance. The President who speaks of a clean government, officials who are honest unless proven by the court to be corrupt, and straight path – one of “virtuousness” but viewed by the disappointed Filipinos as an overly crooked and pockmarked with holes…he who claims descent from heroic parents, is no longer taken seriously.
In desperation, even those who lost their voice shouting invectives against Marcos before, during rallies regretted what they have done to the dictator. The assumption of the government’s reins by a plain housewife, Cory Aquino, did not do any better, as cronyism just became worse. What progress painfully nurtured during the time of Marcos pitifully wilted in no time. Malaysia, newly-weaned from its foreign clout has practically transcended what the country has gained during the Marcos regime. With the takeover of other Presidents, the decaying system has practically softened the foundation of the country, and just got worse today, causing it to practically tilt precariously, manifesting fearful signs of collapse.
Again, the spokesperson of Manila’s airport authority mumbled alibis for their inability to come up to the international standards of airports. Instead of being thankful for comments that should be their basis for improvement, they condemn the commenting party, a travel buff that knows what he is doing, in view of comparisons. It is the fault of the Manila airport authority for promising comfort and convenience that did not materialize. There were expectations that ended in disappointments.
Instead of being boastful about wishful improvements in the four terminal facilities, the airport management should instead, be honest enough about their limitations in finances and capability. Finances, because, the Secretary of the DOTC, Mr. Abaya, himself, admitted that projects for rehabilitation, have been held in abeyance. Capability, because they know only so much – yes, hurting, but that is what is glaringly perceived by both the local and international travelers. The agency cannot cite corruption, for obvious reason – their heads will roll!
The spokesperson tried very much to save their neck by stating that, international travelers should not expect much from the Manila airport terminals as these are just used for transiting. That reason smacks of irresponsibility. The spokesperson forgot that appropriate terminal fee is imposed to travelers. So the question is, where did the millions of terminal fee go? She should answer that, otherwise, she will be accused of covering up the shenanigans going on inside the agency.
Ever since, irresponsibility in the management of the Manila airport terminals is manifested in the inutile administration and hand washing with statements that only the imprudent can utter! A broadcaster who mentioned this issue one time, ended his delivery of commentary with “what else can Filipinos expect from the present administration?”
Sa pagputok ng mga balita tungkol sa Ebola virus sa ilang bansa ng Africa, umiral na naman ang kayabangan ng Department of Heatlh (DOH). Hindi malaman kung ano ang gustong patunayan ng ahensiyang ito ng Pilipinas, pagdating sa pagtupad ng kanilang papel sa pagpangalaga ng kalusugan ng mga Pilipino. Baka gusto rin ng ahensiyang “isalang” ang mga sobra-sobrang mga narses at doktor na bumabaha sa bansa, mga nakaistambay at nagtitiyaga ng “allowance” na karamihan ay hindi pa umaabot ng sampung libong piso. Kung ang ikalawang nabanggit na dahilan ang gustong pairalin, parang gusto na rin ng ahensiya na magpakamatay ang mga Pilipinong narses at doktor sa Africa. May mga balita nang sa kabila ng halos balot-suman nang ginawa sa mga narses at doktor na nag-atupag sa mga pasyente sa mga bansang nasalanta ng Ebola virus, may mga nahawa pa rin.
Kayabangang maituturing ang pag-iingay ng DOH tungkol sa pagboluntaryo ng mga Pilipinong doktor at narses, dahil hindi nga nila magampanan ang inaasahan sa kanila dito sa ating bayan. Maraming mga barangay health centers na walang mga nars at doktor. Sana yong malaking budget na kinwestyon dahil inilagay ng DOH para sa research ng steam cell ay inilaan na lang sa mga allowances o sahod ng mga narses at doktor na itatalaga sa mga health centers. Kung ang mga barangay na nasa mauunlad na bayan at lunsod ay walang mga narses at doktor, paano na kaya ang mga liblib na barangay?
Dapat maghinay-hinay ang namumuno ng DOH na si Ona, sa pagsambit ng mga kung anong nasa kanyang diwa…na karamihan ay wala namang binatbat. Mas magandang asikasuhin niya ang mga sinasabing nag-eekspayrang mga gamot na nakaimbak lang, hindi maipamahagi dahil wala ngang mga doktor na mamamahala. Asikasuhin din niya ang mga nakatira sa mga iskwater na nakapaligid lang sa kanyang opisina, hindi ang magyabang ng kung anu-anong plano na hindi naman realistiko o makatotohanan. Ibig sabihin, tumigil siya sa pag-iingay upang mapansin ng media at makabawi sa kahihiyang tinamo sa kayang steam cell project na maliwanag na ang tinutumbok na makikinabang ay mga mayayaman!
